Duties Description Supervises Habilitation Specialists 1 and other staff in the implementation of habilitation plans and the administration of habilitation programs.
• Determines staff schedules and assignments; ensures adequate staffing levels; monitors and tracks time and attendance; completes performance evaluations; and provides staff training and guidance.
• Reviews documentation completed by staff to ensure compliance with applicable agency standards and requirements.
• May supervise day-to-day operations in the absence of the site supervisor.

The Habilitation Specialist 2 primary role will be to provide supervision of the clinical staff of the Bernard Fineson DDSO.

• Ensure purchases are completed for all needed items for day habilitation services.

• Supervise clinical employees including time off requests and evaluations of clinical staff.

• Responsible for caseload assignment if employees are out for extended periods.

• Responsible for providing coverage of caseloads as needed.

• Attends and participates in all Mandatory Trainings, in-services and staff meetings.

• Additional responsibilities as needed, assigned at the discretion of the Treatment Team Leader.

• Supervise clinical employees including time off requests and evaluations of clinical staff.

• Responsible for caseload assignment if employees are out for extended periods.

• Responsible for providing coverage of caseloads as needed.

• Attends and participates in all Mandatory Trainings, in-services and staff meetings

• Perform comprehensive internal audits of all programs receiving Medicaid-funded services to ensure adherence to Medicaid regulatory requirements.

• Provide and/or support compliance training and education for staff at all organizational levels regarding Medicaid Compliance regulations, compliance standards, and operational expectations.

• Assist the Lead Medicaid Compliance Liaison in preparing and presenting quarterly Medicaid compliance audit findings reports to the Director.

• Monitor, identify, and report potential or actual compliance concerns, including matters requiring self-disclosures, to the Lead Compliance Liaison.

• Participate in statewide conferences, interdepartmental meetings, and collaborative sessions with Central Office personnel.

• Review claim samples submitted by the Office of Audit Services, analyze supporting service documentation, and provide detailed input on quarterly audit spreadsheets.

• Support the Lead Medicaid Compliance Liaison in collecting, reviewing, and preparing monthly TABS Activity Code Change justifications from Residential Habilitation, Day Habilitation and Family Care programs for submission to the Medicaid Compliance Unit.

• Gather, organize, and maintain all required documentation for claim sample reviews, ensuring accurate upload and recordkeeping within the COF drive system.

• Coordinate and/or assist the Lead Medicaid Compliance Liaison in facilitating One-to-One Meetings and Quarterly Meetings with Habilitation Specialists.

• Serve as designated back-up to the Lead Medicaid Compliance Liaison as needed to ensure continuity of operations and compliance oversight.

• Travel to the IRA’s and BFDDSO Day Hab. may be required to support compliance activities and program audits.

• Additional responsibilities as needed, assigned at the discretion of the Treatment Team Leader.

Minimum Qualifications Promotion:
One year of service as a Habilitation Specialist 1 and reachable for appointment on the current Civil Service Eligible List for this title.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 17 ($63,361) and Downstate adjustment ($4,000). Downstate adjustment is also added to the job rate ($80,655).

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
