Duties Description The Program Aide is responsible for maintaining departmental files, reports, timesheets, and resource lists, including bi-weekly statistical reports. The incumbent will coordinate Long Term Care placements, SNF (Skilled Nursing Facility)/TCU (Transitional Care Unit)/IRF (Inpatient Rehabilitation Facility) admissions, transportation, and community referrals. The Program Aide will obtain prior authorizations for P&O (Payment and Operations), DME (Durable Medical Equipment), and discharge medications. They will verify approvals through insurance portals. The incumbent will communicate with Skilled Nursing Facilities, Pharmacies, and community providers to support discharge planning and continuity of care. The Program Aide will process staff leave requests, manage departmental correspondence, review I-STOP notifications, and provide administrative support and coverage for the Case Management Department as needed. They will assist Case Managers with discharge planning resources, bundle tracking, and related data management.
Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 11 or above and is eligible for transfer under Section 70.1 of the Civil Service Law to Program Aid, Grade 13.
Promotional Provisional Qualifications: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet the following minimum qualifications: Be a current NYS Department of Health Helen Hayes Hospital employee with one year of permanent competitive or 55-b/55-c service as an office assistant, clerical, keyboarding, or paraprofessional title allocated to Grade 6 or higher. If less than three interested and qualified New York State Department of Health employees serving in the direct-line, lower-level title(s) within the agency apply to this opportunity, the agency may make a non-competitive appointment under the NY HELPS program.
Open Competitive HELPS qualifications: Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Preferred Qualifications: The preferred candidate will have an Associate Degree and one year of experience in a hospital, acute care, rehabilitation, SNF, or long-term care setting. The preferred candidate will have knowledge of case management, utilization review, discharge planning, medical terminology, insurance authorizations, and patient coordination. The preferred candidate will be proficient in EMR (electronic medical records) systems (e.g., Meditech) and Microsoft Office/WordPerfect. The preferred candidate will have strong communication, organizational, multitasking, and documentation skills with the ability to work independently in a fast-paced healthcare environment while maintaining HIPAA (Health Insurance Portability and Accountability Act) compliance.

Non-Competitive Promotion: If there are three or fewer qualified candidates interested in the appointment to this position, a contingent permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health Veterans Home at Oxford and have one year of permanent competitive service as an office assistant, clerical, keyboarding, or paraprofessional title allocated to Grade 6 or higher. The posted salary range ($57,413 to $69,061) includes a downstate adjustment of $4,000.
