Duties Description POSITION DESCRIPTION:
Incumbents of these positions oversee a comprehensive education and training program for facility staff, including employees in community-based programs. Supervise training staff in developing and conducting education and training programs and in providing educational and career-related information to employees. Monitor training initiatives for compliance with mandated accreditation requirements.
The Associate Director of Training will plan, organize, and oversee a comprehensive education and training program for Capital District employees. The incumbent will work with local and state operations and regional office leadership to coordinate training efforts to ensure employees remain in compliance with regulatory requirements. These required trainings relate to the health and safety of individuals supported and the Core mission of the agency, for example; Positive Relationships Offer More Opportunities to Everyone (PROMOTE), CPR/First Aide, medication administration and new employee orientation training.
PRIMARY DUTIES AND RESPONSIBILITIES:
Duties include but are not limited to:
• Interface with directors/managers of other DDSO units of Talent Development and Training in order to support initiatives affecting recruitment/onboarding/.retention of new employees and a workforce of existing employees who effectively deliver services in concurrence with OPWDD mission
• Communicate with State Operations managers, including DDSOO Directors, managers of Safety, Business Office, DDRO, HRMO, ITS to determine workforce needs in a rapidly changing regulatory and organizational environment
• Dialogue with State Operations managers in order to find effective local implementation strategies for OER, OPWDD and Federal statewide training initiatives
• Monitor compliance with OPWDD, OER and other required trainings and follow-up with managers and staff who have not achieved compliance goals.
• Manage budget of the Training Department to effectively use available fund to deliver required, supplementary and professional development opportunities to DDSOO, DDRO and Central Office and administrative/support staff.
• Direct and indirect supervision of lower level training and clerical staff; set direction for method by which Training Department will assist agency in meeting mission of quality, self-directed, service provision for people with developmental disabilities
• Works with ITS managers and Central Office Training staff to use technology effectively to deliver content in a 24/7 organizational environment across large geographic catchment areas comprised of state operations and voluntary agency staff
• Other duties as assigned.
NOTE: Travel within the catchment area will be required in the performance of the duties of the position. This may include a state-owned vehicle, as available, or the employee’s own car. An employee who uses his/her own car will be reimbursed at current negotiated rates.

Minimum Qualifications Promotion: one year of service as a Training Specialist 2 (Mental Hygiene) and reachable on Civil Service’s eligible list.
Open Competitive: A bachelor's degree and four years of professional experience in the development, delivery, and management of staff development programs in a mental hygiene setting. One year of this experience must have been in a supervisory position in a setting providing services to individuals diagnosed with developmental disabilities, mental illness, or alcohol and substance abuse with responsibility for all or a major part of a comprehensive staff development program.
Substitution:
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
