Duties Description The Health Program Administrator 2 will assist in overseeing the Medicaid Transportation Contracts and related policies within the Bureau of Health Access, Policy, and Innovation (BHAPI). BHAPI sits within the Division of Program Development and Management, which oversees Medicaid policy, within the DOH's Office of Health Insurance Programs.

The Medicaid program covers transportation to all Medicaid-covered services, including but not limited to doctor’s appointments, hospitalizations, urgent care visits, and therapy. The Medicaid Transportation Unit’s primary functions are to develop and oversee Medicaid policy and contracting in order to implement the transportation benefit that is available to all Medicaid members. Coordination of requested transportation is completed by a contracted vendor.

In this position, the HPA2 will be responsible for the transportation contract administration, procurement, and oversight, and will oversee the work of a vendor organization (the Department's transportation broker). The incumbent will develop systems for ongoing program monitoring; handle various communications with stakeholders, providers, and members, including coordination with 1115 NYHER Waiver teams; develop innovative approaches to improving the benefit in a cost-efficient way; complete legislatively or contractually required reports on an ongoing basis; and respond to audit and legal inquiries. The HPA2 will also monitor and report on fraud, waste, and abuse within the program, and will work closely with stakeholders from other state agencies as needed.

Minimum Qualifications Reassignment:
Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G-25.

Transfer:
A NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2, G-25 under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preferred Qualifications: Experience with Medicaid or other health insurance, and/or experience with transportation services is preferred. Candidates should be highly organized, with strong communication and writing skills.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
