Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Director Human Resources 6, M-6, position in the Center for State and Community Workforce Development & Human Resources (SCWDHR). Under the guidance and supervision of the Associate Commissioner of Human Resources Management, the incumbent serves as a Deputy Director of Human Resources. The incumbent will advise on directing operations, develop SCWDHR policy applicable to both Central Office and Facilities and supporting the Director with direct administrative and operational activities. Additionally, the position will provide guidance on broader mental health system workforce issues impacting the greater mental health community positions. The position will advise Deputy and Associate Commissioners on matters related to workforce sustainability, recruitment and retention, overseeing administrative projects with agency-wide and Statewide scope. Specific duties to be performed may include, but are not limited to, the following:

Serves a Deputy to the Associate Commissioner of Human Resources.
o Manages the development and implementation of comprehensive HR policies designed to assist the Associate Commissioner of Human Resources in support of OMH’s mission, goals, and services.
o Identifies current or new human resource issues, initiatives, programs, and / or policies requiring strategic leadership consideration.
i. Participates in lean process to improve internal process.
o Advises and assists Agency leaders in the resolution, development, and / or implementation of such matters.
o Develops draft Agency-wide policy statements and instructions to clearly communicates them to executive, management and staff on a wide range of issues.
i. Conducts and develop research and draft policies, and makes recommendations on protocols, forms and policy implementation for Executive level review.
ii. Consults with the Associate Commissioner of Human Resources on administrative project direction with agency-wide scope impacting all OMH workforce.
o Coordinates the development of a CHRM policy and procedure manual for use by facility personnel offices in the administration of personnel and labor relations programs. Identifies subjects appropriate for inclusion in the manual based on discussions with CHRM Bureau Heads and staff concerning knowledge gaps that may exist among staff. On behalf of the Director, communicates assignments to write manual sections to CHRM staff and coordinates review by program experts. Coordinates dissemination of final policies and procedures to the field.
o Researches and manages assignments with agency-wide scope impacting all OMH workforce.
o Develops new protocols, develops forms and guidance on policy implementation for Executive level review.
o Attends meeting and acts on behalf of the Associate Commissioner in his absence or as directed.

Provides guidance on the broader mental health system workforce issues impacting the greater mental health community. Advises the Executive Deputy Commissioner, Deputy and Associate Commissioners for Community on matters related to workforce sustainability, recruitment and retention, overseeing administrative projects with agency-wide and Statewide scope.
o Researches and develops recommendations on the labor market and workforce issues confronting the non-state community provider network.

Consults with Associate Commissioner of Human Resources to provides recommendations to OMH managers with regard to sensitive and complex human resource issues, and with agency senior management staff in offering advice and strategy on policy-making issues.
Based on experience and analysis, makes recommendations to the Associate Commissioner of Human Resources for development of, or changes to, internal work processes to ensure staff resources are deployed and used effectively.
o Communicates, on behalf of the Associate Commissioner of Human Resources, changes in process or procedure to CHRM staff and responds to questions. Keeps Associate Commissioner of Human Resources informed of issues which may require attention.
o May direct sensitive investigations and complete disciplinary process, of high-level OMH executive or facility employees at the direction of HRM leadership.

Directs and coordinates the overall agency staffing and recruitment program.
o Provides guidance to executive and policy-making managers on agency-wide, sensitive, and / or strategic issues in matters relating to program staffing, recruitment, retention and strategic planning issues.
o Directs the recruitment and appointment process for the executive level and executive cabinet staff, which includes overseeing the recruitment and posting process with the Center for Recruitment and Public Service, review and approval of the qualified candidate’s justification correspondence, the submission and tracking of Budget Director Approval (BDA).
o Develops and directs a recruitment plan with executive and management staff to resolve Agency-wide recruitment and retention issues, particularly for hard to recruit titles.
o Develops staffing solutions, resolves issues and confers approval with the Department of Civil Service and Division of the Budget on proposals.

Oversees or coordinates the development of proactive training and assistance on Human Resource Management issues with facilities, as needed.
o Reviews materials and best practices to be shared with OMH facilities.

Supervises subordinate staff.
o Evaluates employee performance and prepares performance programs and evaluations.
o Ensure subordinate staff are knowledgeable and up-to-date on human resource policies and procedures.
o Authorizes appropriate use of time off, reviews and approves LATS.

Minimum Qualifications Transfer Opportunity:
Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have permanent status as a Director Human Resources 6, M-6, and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of a non-competitive promotion appointment are met. In order to be eligible for a non-competitive promotion examination, candidates must be employed by the Office of Mental Health, Central Office and have one year of permanent competitive or 55-b/55-c service as an Associate Director Human Resources 4, M-4, Associate Director Human Resources 4 (Labor Relations), M-4, or Associate Director Training 4, M-4.
