Duties Description The Health Program Administrator 3 will manage operations and oversight for the Medicaid Health Home Serving Adults (HHSA) team within the Bureau of Adult Special Populations (BASP). BASP sits within the Division of Program Development and Management (DPDM), which oversees Medicaid policy, within the DOH's Office of Health Insurance Programs (OHIP). The Health Home program provides care management to Medicaid enrollees with complex health and social needs. The HHSA team’s primary functions include oversight of the Health Home program, providing technical assistance to providers and care management agencies, performing designation audits, managing de-designation processes and associated legal requirements, performance tracking, program design, policy and assessment creation, collaboration with state Agency partners, leadership of DOH/MCO/Health Home Coalition workgroups, and other responsibilities. In this position, the HPA 3 will oversee the Health Home Serving Adults operations team which includes a newly developing operational structure involving three teams. The incumbent will develop systems for ongoing program monitoring; oversee, manage, and take responsibility for team projects and work output; conduct managerial activities such as managing time sheets, conducting performance evaluations, mentoring staff; overseeing all state and federal audits, drafting and submitting all responses, memoranda, and taking responsibility to ensure that all deliverables are met timely; taking responsibility for the SPA Submission process including serving as the subject matter expert on managing the State Plan Amendment process on MacPro software, ensuring that all documents are completed timely and ushering the process through the various areas of DOH for sign off; serving as the point person to the Division of Legal Affairs on provider legal disputes; handling various communications with stakeholders, providers, and members, including coordination with 1115 NYHER Waiver teams and presentations at large external meetings; developing innovative approaches to improving the benefit in a cost-efficient way and tracking expenditures to ensure compliance with state budget cuts; and complete legislatively or contractually required reports on an ongoing basis. The HPA 3 will also monitor and report on incidents, fraud, waste, and abuse within the program, and will work closely with stakeholders from other state agencies as needed.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG-27, and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG-25 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Experience with Medicaid or other health insurance. Knowledge of the Health Home program, MacPro expertise, 1115 NYHER Waiver expertise, program design and development, data analysis and evaluation, and federal/state audit experience preferred. Candidates should be highly organized, with strong communication, writing, public speaking and management skills.
