Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCESS-VR) is seeking a candidate for an Employment Specialist for Individuals with Disabilities 2 position in the Garden City District Office. This assists persons with disabilities to attain employment, educational, and/or independent living goals. Duties of this position include, but are not limited to the following:
• Act as Outreach Coordinator for the Subminimum Wage To Competitive Integrated Employment (SWTCIE) demonstration project;
• Supervise and support IESs working in the six SWTCIE counties;
• Collaborate with local partners to coordinate and promote SWTCIE;
• Develop and implement regional employment marketing activities to expand and expediate job opportunities for ACCESS-VR consumers and SWTCIE participants;
• Implement regional marketing initiatives that compliment local marketing plans for offices within their region and State marketing plans;
• Develop job opportunities and communicate job leads, marketing concepts and labor force information to the Employment Specialists for Individuals with Disabilities 1 (ESID 1’s) in their region; and
• Supervise ESID 1’s to develop a plan for working with Vocational Rehabilitation Counselors and job ready ACCESS-VR consumers and SWTCIE participants to identify employment opportunities and ensure successful employment outcomes.

Minimum Qualifications
COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or?55b/c service as an Employment Specialist for Individuals with Disabilities 2.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Senior Vocational Rehabilitation Counselor.

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service as an Employment Specialist for Individuals with Disabilities 1.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for this position. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of work experience will be required for all candidates at the time of interview. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $115,252 based on annual performance advances. For new State employees appointed to graded positions, the annual salary hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Based on this position’s location, in addition to the listed base salary, this position also receives a $4,000 downstate adjustment.
