Duties Description 1). Identify innovative approaches to enhance outreach efforts and effectively reach target audiences.

2). Maintain and assist in planning the HESC event calendar for public and private events requests and meetings ensuring seamless coordination and execution.

3). Organize, schedule, and conduct outreach activities on various topics related to higher education financial aid opportunities. This includes hosting information sessions, events, panel discussions, and other relevant programs.

4). Work with community-based organizations and schools to share information about HESC’s programs and provide group education that allows these organizations to assist HESC-targeted populations.

5). Work in partnership with communications staff/graphic designer to develop dynamic, engaging presentations and outreach materials ranging from traditional print materials to online and digital media that connect with HESC’s target audiences and appeal to both students and parents, leveraging storytelling, visuals, and interactive elements to connect with HESC’s target audiences.

6). Work with communications staff/graphic designer to develop social media campaigns that align with HESC initiatives and elevate the visibility of financial aid programs and outreach efforts.

7). Coordinate with guidance counselors, schools, community organizations, and community institutions for presentations, FAFSA & TAP completion workshops, and informational Q&A sessions.

8). Offer personalized guidance to individuals seeking information about financial aid, assisting them in understanding their options and navigating the application process.

9). Work with the web developer to ensure information related to outreach, such as activities and events, is up to-date and relevant. Update and maintain the video library of events and other online resources.

10). Attend relevant training sessions, workshops, and conferences to enhance knowledge of financial aid regulations.

11). Measure and evaluate the effectiveness of outreach activities using data-driven insights to implement modifications to continuously improve outreach efforts and enhance engagement and visibility, ensuring HESC’s initiatives resonate with diverse communities and demographics.

12). Explore and implement innovative outreach methods, such as leveraging technology, partnerships, and creative programming, to expand HESC’s reach and impact.

13). Perform regular event tracking and reporting activities.

14). Perform other duties as assigned.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. At the time of the next Cover-In action by Civil Service, if a temporary employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.?

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.?

NY HELPS NON-COMPETITIVE MINIMUM QUALIFICATIONS:?

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

Program Outreach Specialist 1:?

Six years?of professional experience* in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.

*An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate in a related field can substitute for seven years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:?

Candidates must be reachable for appointment on Current Civil Service Eligible List for this title

OR

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section (i.e. 70.1, 70.4, 52.6) of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments PSLF: The Public Service Loan Forgiveness (PSLF) Program allows public service employees to have the remaining balance on direct loans forgiven after 120 qualifying payments are made under an accepted repayment plan while working full-time for an eligible employer.
