Duties Description Under the direction of the Eastern Regional Division Canal Engineer, PE 4, Transportation Maintenance Engineer 1’s, (Waterways) are responsible for the maintenance and operation of multiple Canal Sections and Floating Plants within their assigned Region. They serve as the manager and direct line of communication between Canal Corporation Senior Management and the Section Superintendents, Floating Plant Supervisors and regional engineering staff.

TME 1’s (Waterways) provide professional engineering guidance and expertise to Section and Floating Plant staff, ensure that engineering standards and protocols are followed and represent the engineering and resource needs of the Sections and Floating Plants to the Regional Division Canal Engineer.

Supervise Canal Section Superintendents and Floating Plant Supervisors who are responsible for the day to day operation of the Canal Sections and Floating Plant locations. Direct and lead all engineering activities within their respective Regions and manage engineers and technical staff who are responsible for inspection and delivery of engineering projects and services.
Responsible for human resource management and policy compliance in the Sections and Floating Plants.

Manage labor relations activities for the Sections and Floating Plants. Ensures that grievances, disciplinary situations, relations with union representatives and the resolution of work-related problems are handled equitably, expeditiously and in accordance with Canal Corporation Rules and Regulations.

Participate in the development of the overall Regional Maintenance Program with the Division Canal Engineer; develops seasonal and annual work plans for the Sections and Floating Plants based on inspections, engineering considerations, cost and resource availability.

Represent the Canal Corporation with officials, the public and private parties; represents the Corporation in Court of Claims actions against the Corporation; and may provide testimony in a Court of Law.

Oversee maintenance and operation of the Empire State Trail Sections that are the responsibility of the Canal Corporation.

Serve as Canal Duty Officer.

Minimum Qualifications Permanent Transfer

Candidates must have one year of permanent competitive or 55b/c service in a title eligible for transfer under Sections 52.6 and/or 70.1 of the Civil Service Law AND licensure and current registration with the New York State Education Department’s Office of the Professions as a Licensed Professional Engineer.

OR

Permanent Non-Competitive Promotion Appointment (NCP):

If there are three or fewer qualified candidates interested in this position, a permanent appointment may be possible pursuant to Section 52.7 of the Civil Service Law, for a qualified Canal Corporation employee who meets the minimum qualifications for the position.

Candidates must be an employee of the NYS Canal Corporation and possess a Professional Engineering License and current NYS registration AND the following:

• One year of permanent competitive or 55b/c service in an engineering position allocated to G-24 or higher.

OR

Provisional

A provisional appointment may be made in accordance with Civil Service Law. Candidates must possess licensure and current registration with the New York State Education Department’s Office of the Professions as a Licensed Professional Engineer AND have a minimum of one year of permanent competitive or 55b/c service in an engineering position allocated to G-24 or higher.

***Please Note - Candidates and employees who do not successfully maintain licensure and current registration as a licensed professional engineer may not be retained.***
