Duties Description The Bureau of Tobacco Control (BTC) administers the state's comprehensive Tobacco Control Program to reduce illness, disability, and death related to commercial tobacco use and secondhand smoke exposure, and to alleviate social and economic inequities caused by tobacco use. The program uses an evidence-based, policy-driven, and population-level approach to tobacco control and prevention with a commitment to promote health equity among populations disproportionately?impacted?by tobacco marketing and use. The Bureau is seeking two Health Program Administrator 1 (G23) positions (HPA1).
One HPA1 will serve as the lead for the Health Systems for a Tobacco-Free NY initiative and will lead and support community-based tobacco control initiatives by coordinating partners, providing technical assistance, and monitoring performance to advance policy, systems, and environmental change strategies that prevent and reduce tobacco use and promote health equity. The incumbent will supervise unit staff and provide programmatic oversight of contract managers assigned to these contracts and perform other appropriate related duties as assigned.
One HPA1 will ensure coordination of the Advancing Tobacco-Free Communities program activities which will include facilitating the development of Advancing Tobacco-Free Communities grantee annual action plans, evaluating BTC grantee performance through program monitoring, using program monitoring data to develop and implement corrective actions/changes in strategy as-needed, coordinate program activities. the incumbent will also supervise unit staff and perform other appropriate related duties as assigned.

Minimum Qualifications Current NYS DOH employee with permanent of contingent-permanent, competitive status as a Health Program Administrator 1 (G23), OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G21 and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications: Master’s degree in public health or a related field and at least two years of experience in public health project management. Experience with large, in-person group planning, facilitation and presenting. Experience working with medical and/or mental health care systems, including communication with organizational leadership. Experience with best practices in tobacco dependence treatment.
