Duties Description The NYS HELPS Project Manager 2 will report directly to the OGS DST PMO Lead Manager and will be responsible for the following:
• Manage multiple projects of small or medium scope and assist in coordinating portions of larger projects utilizing various methodologies such as Waterfall, Agile or Hybrid.
• Develop and implement project management plans and supporting documentation.
• Interact with both internal (ITS) and external (OGS and other agencies/entities/vendors) stakeholders and coordinate the activities of the project team to ensure that the project objectives are met.
• Perform vendor management and/or procurement roles and responsibilities as needed.
• Perform risk analysis and manage mitigation activities.
• Evaluate solution performance against business goals and objectives.
• Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
• Organize and maintain a project management library.
• Implement project management processes and policies.
• Perform PMO governance functions.
• Maintain effective professional work relations with individuals, teams, and contacts both with ITS, OGS and other agencies and/or vendors.
• Supervise lower-level staff (as needed)
• Adhere to the current time and attendance rules and regulations.
• Additional roles and responsibilities may be required based on need.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS):
• PMP and/or CAPM certification or equivalent.
• Five years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning);initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; and/or vendor management experience.
NOTE: An associate degree may substitute for one year of experience; a bachelor’s degree may substitute for two years of experience; a master’s degree may substitute for three years of experience; and a doctorate may substitute for four years of experience.
Minimum Qualifications Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
OR
A bachelor's or higher-level degree in any field and one year of experience in information technology;
OR
60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
OR
Two years of professional experience in information technology.
Promotion: Open to NYS employees with one year of permanent competitive service as an
Information Technology Specialist 1, Salary Grade (SG) 14.
Transfer: Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18;
OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.
55b/c Appointment: This position is eligible for 55b/c designation and candidates are encouraged

• Appointment to this position and continued employment with the agency is contingent upon
obtaining and/or maintaining New York State residency within six months of hiring.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
