Duties Description Within the Division of Eligibility and Marketplace Integration, Bureau of Consumer Assistance and Training, the incumbent will lead the Grant Management Unit which includes the Navigator, Consumer Health Advocates and Facilitated Enrollment for the Aged Blind and Disabled and Medicare Outreach Programs.
Specific duties and responsibilities may include:
Provide policy direction on legislative, regulatory, and monitoring activities affecting Department programs regarding grant programs providing enrollment and post-enrollment services through NY State of Health and through local Departments of Social Services.
Collaborate with Division of Legal Affairs, Public Affairs Group, State and federal control agencies, and local entities in development of legislative reforms, as needed.
Research federal initiatives, analyze impact on State programs, and develop recommendations for State response.
Implement new legislative initiatives.
Manage request for application (RFA) development, coordination of procurement process, coordination of application review teams for grant programs providing enrollment and post enrollment services.
Collaborate within the department and with other agencies about policy decisions related to grant funding priorities and evaluation criteria.
Interface within and outside of the department all aspects of procurement process.
Oversee team of contract managers who provide direct oversight to over 60 grantees and over a hundred subcontractors. Includes review and approval of annual budgets and workplans, developing contracts, monitoring contract deliverables to ensure compliance with fiscal, programmatic and data reporting requirements and approving monthly vouchers.
Facilitate monthly calls with grantee program managers to deliver important updates.
Oversee group of administrative staff who provide fiscal tracking and oversight of voucher processing and data reporting.
Provide technical assistance to contractors regarding programmatic, fiscal, data and reporting requirements.
Represent the Department regarding audits related to the application assistor and post enrollment grant programs.
Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G25 under Section 70-1 or Section 52.6of the NYS Civil Service Law.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Medicaid, Child Health Plus, Essential Plan, and Qualified Health Plans. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, and Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems.
