Duties Description This is an exciting opportunity for candidates who want to gain a functional understanding of New York State’s Medicaid program, and how Medicaid is used to fund services for individuals with developmental disabilities, mental illness, and other serious health challenges.

This incumbent will function as an analyst within the Bureau of Mental Hygiene Services Rate Setting within the Office of Health Insurance Programs (OHIP) Division of Finance and Rate Setting (DFRS), and will have opportunities to work on a variety of assignments including:
Data analytics and cost report management;
Medicaid rate-setting for 1915c Waiver and State Plan Amendment (SPA) programs;
Development of policy and regulations related to 1915c Waiver and SPA programs; Research and financial analysis on programs maintained by the bureau; and Preparation of rate notices, responding to provider inquiries, preparation of rate loads, and other assignments as needed.

This position requires extensive collaboration with various stakeholders including Medicaid rate setters, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, consultants, state auditors, and Medicaid providers.

Additional responsibilities include:
Develop, organize, and improve policy and procedures for rate setting in assigned areas; Collaborate with other state agencies to achieve shared objectives; Prepare and present information to health care providers; Organize rate and utilization data, reports, and policies for executive staff review and record keeping; Maintain rate information on the Department’s public websites; and Research, review, and interpret relevant state and federal statutory requirements.

Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent-permanent, competitive, status, as a Senior Health Care Management Systems Analyst, SG-18 OR; a current New York State employee with one year of permanent or contingent-permanent, competitive, service in a title eligible for transfer under Section 52.6, 70.1 or 70.4 of the NYS Civil Service Law to Senior Health Care Management Systems Analyst, SG-18, Health Care Management Systems Analyst, Trainee 1, NS, or Health Care Management Systems Analyst, Trainee 2, NS.

Non-Competitive Candidates via NY HELPS Program:

Senior Health Care Management Systems Analyst: A bachelor's or higher degree and two years of professional experience in conducting public policy research and analysis in finance.

Health Care Management Systems Analyst, Trainee 2: A bachelor's degree AND one year of professional experience in conducting public policy research and analysis in finance.

Health Care Management Systems Analyst, Trainee 1: A bachelor's or higher degree.

*Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Critical thinking skills, analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as Other State Agencies.
