Duties Description Under the direction of an Associate Director of Human Resources 1, the selected candidate will be an integral part of the New York State Office of Parks, Recreation and Historic Preservation’s (OPRHP) Payroll and Transactions Unit. Duties include but will not be limited to:

• Directing and coordinating the agency’s payroll, including the receipt and audit of time records for hourly payroll staff and the preparation of biweekly payroll.
• Monitoring payroll transactions, miscellaneous payments, and taxes and deductions.
• Reviewing and interpreting control agency bulletins; develop procedures based on control agency directives; and advise agency employees.
• Responding to the Office of the State Comptroller, the Division of the Budget, the Governor's Office of Employee Relations, and the Department of Civil Service with regard to payroll and time and attendance issues.
• Writing and compiling instructional materials and train subordinate and/or regional staff in payroll policies and procedures.
• Producing, reviewing and/or reconciling information in standard and special queries and reports that relate to the production of an accurate and timely payroll; checking for errors and possible overpayments; and making appropriate corrections.
• Designing and conducting regular audits of additional pay factors such as shift and inconvenience pay, to ensure employees are receiving all payments that they are entitled to receive in accordance with Department of Civil Service special salary treatments, negotiated agreements, and Office of the State Comptroller rules and regulations.
• Calculating and/or verify salary calculations and related factors for agency employees including reconstructing employee salary histories by following standard procedures to determine and/or verify appropriate salary.
• Calculating and coordinating processing of salary increases, longevity payments, and performance advances.
• Calculating employee salaries taking into account eligibility for miscellaneous payments and additional pay factors within 6 different bargaining units.
• Calculating and issuing corrected W-2 Wage Statements as necessary to report adjusted earnings and taxes for employees.
• Calculating, coordinating, and communicating back salary awards, settlements, penalties and garnishments in accordance with court orders, grievances, disciplinary proceedings, and arbitration decisions.
• Responding to authorized inquiries from banks, insurance companies, and government agencies regarding employees pay status, income, and benefit status using multiple systems to gather appropriate data.
• Answering various types of communications (phone, e-mail, and letters) from Regional Business Officers and Managers concerning general payroll topics and specific personal status issues and inquiries.
• Supervising staff
• Performing other tasks and projects as assigned.

52.7 Non-Competitive Promotion (NCP) Qualifications:

As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Human Resources Specialist 1. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the two most recent Human Resources Specialist 2 examinations.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Children & Family Services Specialist 2, SG 23. Only the title listed is eligible for 70.1 transfer.
