Duties Description The Associate Attorney will provide an array of duties which includes: Providing legal advice and review for insurance programs within the Department of Health, with primary support to OHIP, OALTC, and NYSOH. Assuring quality and consistency of legal opinions provided to key policy makers within the Department and Executive branch. Strong research and communication skills, legal writing, and time management essential. Representing the Department of Health in discussions, agreements, and negotiations with the Executive Chamber, Division of Budget, legislature, other state and federal agencies, and outside stakeholders. Working with Department program staff to draft and review statutes and regulations, and to facilitate the development of health care policies within legal parameters. Consulting with and providing guidance to colleagues within the Division of Legal Affairs on issues related to programs for which the Associate Attorney has expertise. Meet with and educate other attorneys when necessary. Assist with litigation as necessary.

Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as an Associate Attorney, SG-28, OR; Current New York State employee with one year or more of permanent or contingent-permanent competitive service in a title at SG-26 or above, with current NYS Bar Admission, and eligible for transfer to Associate Attorney under Section 52.6 of the Civil Service Law.

Preferred Qualifications: The preferred candidate must possess strong legal skills, and be an excellent communicator, negotiator and advocate. The preferred candidate must have demonstrated good decision-making ability, have good interpersonal skills, and must be able to understand and act as the legal expert on a large portfolio of diverse insurance and health-related topics. Experience with health insurance or managed care law, Medicaid or public benefits law and/or administration, administrative law, and regulatory or legislative drafting is desired.
