Duties Description This position is located in DEC’s Warrensburg office, in the beautiful Adirondack Mountains. You’ll work in a close-knit office with other engineers, geologists and environmental specialists and other programs including the Divisions of Air, Water, and Materials Management. You will also have the opportunity to interact with biologists, foresters, Environmental Conservation Officers, Forest Rangers and other DEC staff who are passionate about conservation. The work is varied and unique: you’ll experience a mix of office and field work; have the opportunity to travel for conferences and trainings throughout the state; and much more. Candidate will be assigned duties in the Division of Environmental Remediation, including Emergency Spill Response. Required duties for Emergency Spill Response include at a minimum: Be available 24/7 in accordance with a predetermined on-call schedule to respond to petroleum and chemical spills, as required/directed. Prepare complete, accurate and detailed inspection reports for each incident. Provide direct oversight to ensure cleanups are completed in accordance with program standards, criteria and guidance. Review and evaluate site investigation reports to determine the source and cause of spills, including determining the party(ies) responsible. Provide direct oversight and prepare documentation of contractor time and materials for State-funded spill cleanups. Evaluate requests for payment applications from contractors. Complete all necessary administrative reports and compile appropriate documentation in a prompt and thorough manner. Prepare complete, accurate, and timely Investigative Summary Reports for cost recovery and testify in formal enforcement proceedings.
Candidate may also be assigned projects, including the management and oversight of investigation and cleanup projects, in the following program areas: State Superfund Program (Inactive Hazardous Waste Disposal Site Remedial Program), Brownfield Cleanup Program, and Environmental Restoration Program. Required duties may include at a minimum: interaction with remedial parties, property owners, the public and governmental agencies; oversight of remediation sites, remedial consultants and contractors; review of site conditions and data to assess the nature and extent of site contamination, and evaluation of remedial alternatives and remedy selection; design and implementation of selected remedies; and monitoring of remedy effectiveness.
Candidate may also be assigned duties in the Chemical and Petroleum Bulk Storage Program. Required duties may include at a minimum: interaction with regulated parties, property owners, the public and governmental agencies; performing of inspections at regulated facilities; completing all necessary administrative reports and compilation of appropriate documentation in a prompt and thorough manner; addressing noncompliance; and responding to inquiries and complaints.
Candidate must be able to communicate effectively and convey specific factual information verbally and in writing; organize and analyze data, identify important findings and provide sound recommendations, and write/edit reports. Candidate will be expected to communicate effectively (verbal and written) with the public/regulated community, manage multiple projects simultaneously and under tight time schedules.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

Minimum Qualifications for appointment to Engineer Trainee, NS:
A bachelor's degree or higher in engineering or engineering technology as listed below;
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
OR proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
NOTE: Individuals appointed as an Engineer Trainee are required to complete a minimum of one year of successful performance as an Engineer Trainee and pass the Fundamentals of Engineering (FE) exam. If you obtain your FE by the end of the first year, you will be advanced to the appropriate appoint-level-changed (PR-50) Grade 20 Assistant Engineer title. If you do not obtain your FE by the end of the second year of the traineeship, you will be terminated from your position.

Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a bachelor's degree or higher as listed below;
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Additional Comments *If appointment is at the Assistant Engineer, SG-20 level, the starting salary for this position is $81,193. This amount is comprised of the base salary of $74,193 with an additional geographic pay differential of $7,000 specific to this title and location.
The job rate for this position is $101,121. This amount is comprised of the base salary of $ 94,121 with an additional geographic pay differential of $7,000 specific to this title and location.
Please note, this is not extended to any trainee titles. If appointed at trainee level, you will receive the differential upon advancement to grade 20.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.

Must be able to lift and move objects up to 50 pounds.
