Duties Description Under the general direction of the Executive Director and under the supervision of the Deputy Counsel, the Associate Attorney provides legal research, guidance, and opinions to the Committee on Open Government, government entities, and interested groups in regard to the Freedom of Information Law, Open Meetings, and Personal Privacy Protection Laws.
• Prepare written legal advisory opinions relating to the application of the open government statutes with little supervisory review.
• Answer questions from and providing guidance to both verbally and in writing the government, the public, and the news media about the open government statutes with little supervisory review.
• Conduct in person and remote access training and public presentations regarding the open government statutes.
• Draft, track, and analyze legislation and litigation outcomes.
• Prepare guidance documents for local governments, media representatives, and general public regarding updates to open government statutes.
• Assist and provide guidance to the Executive Director and Deputy Counsel in relation to the development of policy and the drafting of the Annual Report of the Committee on Open Government to the Governor and the Legislature.
• Supervise and provide guidance to senior attorneys, fellows, and non-attorney staff.
Minimum Qualifications MINIMUM QUALIFICATIONS:
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS: Permanent service in this title or one year of permanent competitive or 55-B/C service in a title Salary Grade 27 or higher and otherwise eligible for transfer under Civil Service Law.

PREFERRED QUALIFICATIONS:
• At least three years of experience working with the Freedom of Information Law and Open Meetings Law as a principal focus of legal practice.
• Experience providing legal training to groups either in person or using remote tools like WebEx.
• Experience supervising legal or non-legal staff.
• Comfort speaking on the phone to members of the public, including members of the press or government officials.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
