Duties Description This HPA4 position will serve as an Assistant Bureau Director in a bureau currently being formed in the OHIP Bureau of Medical and Dental Directors in order to address the needs of children with medical complexity. Core functions include: Oversee day-to-day operations of the Bureau of Children with Medical Complexity (BCMC), including managing staff, workflows, and program activities to support timely and effective implementation of bureau priorities and initiatives; Assist in the development, interpretation, and operationalization of Medicaid coverage policies related to services for children with medical complexity, ensuring consistency with established federal and State requirements; Assist in ensuring bureau activities align with EPSDT requirements and support implementation of program changes, including monitoring compliance and identifying operational risks; Facilitate coordination across Department divisions and partner agencies to support program implementation, resolve operational issues, and ensure alignment in service delivery for children with medical complexity; Oversee routine monitoring of service utilization, access, and quality indicators; support data analysis efforts and implementation of improvements to address identified gaps in care and service coordination and ensure Program integrity; Supervise program support activities, including development and maintenance of policy and procedure manuals, fee schedules, tracking of regulatory and State Plan Amendment activities, data analytics, fiscal monitoring, and coordination of contracts and vendors.
Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 4, G-29 or M-3; OR current NYS or DOH employee with one year of permanent or contingent-permanent service in a G-27 or M-2 or higher title, deemed eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.
Preferred Qualifications: Experience and knowledge in the following areas will be beneficial: supervision of staff; effective management of projects with deadlines; Medicaid programming for children, youth, and families; health care and/or Medicaid policy and program development, implementation and oversight; and health care quality improvement initiatives.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
