Duties Description This position is the Office of Health Insurance Programs, within the Division of Medical & Dental Directors, in the Bureau of Dental Reiew Unit. The Dental Services Review Assistant 2 (DSRA) will be responsible for performing and organizing evidence-based research and recommendations to support the development and revision of Medicaid Dental policy. Functions include but are not limited to; create Excel reports utilizing data to support policy initiatives; respond to provider inquiries related to dental issues including interpretation and clarification of Medicaid policies; assist in preparation and presentation of meetings pertaining to Medicaid policy with internal and external stakeholders; assist in data analysis pertaining to Medicaid population, access to care, utilization of dental benefits, provider overview and Medicaid expenditures; assist the supervising dentist with dental projects such as researching of prior approval requests, client or claim histories; assist in budget and oral health initiatives; communicate orally and in writing with the dental provider community, legal staff, independent peers, and other agencies or stakeholders, as necessary, to contribute to projects, audits, or investigations. Analyze dental charts to determine if required documentation supports billed services and meets quality of care provisions of the Medicaid program. Review and assess whether dental care and services rendered were medically necessary and appropriate based on review of x-rays, dental plans, and historical medical records. Prepare written responses for administrative fair hearings and testify as an expert witness at administrative appeal hearings. Perform the full range of supervisory duties such as approve leave and track time and attendance; identify staff development needs; evaluate staff performance; and complete performance evaluations.
Minimum Qualifications Non-competitive: current registration as a licensed Dental Hygienist in New York State
and three years of experience in dental hygiene practice; OR graduation from a school
of dentistry* and one year of dental services experience.
*Individuals completing dental programs outside of the United States must have
completed a program accredited by the World Health Organization.
Preferred Qualifications: The preferred candidate will have strong familiarity with the Medicaid program; excellent organizational skills including the ability to prioritize work assignments; excellent written and verbal communication skills with a focus on attention to detail; proficiency in MS Word, Excel, Outlook, MS Teams, and PowerPoint; ability to be flexible, innovative, and maintain a positive, professional demeanor; ability to work independently, with minimal supervision, as well as with diverse groups of individuals and offices.
