Duties Description The Bureau of Social Care and Community Supports works to integrate health and human services within the Medicaid program. The bureau is composed of two units, Housing and Social Determinants of Health. These two positions will be working within the Social Determinants of Health Unit. The positions will work directly on the health-related social needs programs within the Medicaid program. As part of the incumbents' responsibilities, they will have the unique opportunity to work on the 1115 New York Health Equity Waiver regional Social Care Networks in accordance with State and Federal guidelines. Responsibilities include:
Acting as a liaison between the Social Care Networks and other stakeholders. This collaborative aspect of the role underscores the importance of the positions, as the incumbents will be the bridge that ensures effective communication and coordination, making them an integral part of the team;
Providing technical assistance, contract, and performance monitoring of Social Care Networks. One of the key responsibilities of this role is the fiscal administration of grant funds, including the review of work plans and budgets. This aspect of the role requires strong communication, data analytics, and performance management skills;
Support the evaluation of the Social Care Network; and Research and support of other social care initiatives as needed.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Medicaid Redesign Analyst1, SG-18; OR current NYS employee with one year or more of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6 of the NYS Civil Service Law to Medicaid Redesign Analyst 1, SG-18.

Non-Competitive Candidates via NY HELPS Program
Medicaid Redesign Analyst:
Six years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Medicaid Redesign Analyst, Trainee 2:
Five years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Medicaid Redesign Analyst, Trainee 1:
Four years of experience* in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of healthcare services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

*Substitution: an associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Preferred Qualifications: Strong communication, data analytics and performance management skills.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
