Duties Description The Division of Program Development & Management (DPDM) Bureau of Medicaid Long Term Care Policy (BMLTCP) is responsible for implementation and oversight of several Medicaid long term care initiatives including the New York Independent Assessor Program (NYIAP), the statewide fiscal intermediary for the consumer directed personal assistance program (CDPAP), personal care services , personal emergency response services, and electronic visit verification (EVV), as well as the development of policy related to those program areas. The bureau is also responsible for the oversight of Local Department of Social Service functions related to these Medicaid initiatives. This position will primarily be responsible for research, policy writing, and data analytics related to LDSS operations, NYIAP, and CDPAP. The individual will provide support and assistance to bureau leadership by supervising staff, management of shared bureau communications, engaging in compliance and oversight of LDSS and contractor activities, developing subject matter expertise in LDSS operations, undertaking independent and directed policy work and data analysis, and developing and recommending policies and procedures to ensure the programs under the purview of BMLTCP operate as intended. They will serve as a liaison between BMLTCP and other relevant internal and external stakeholders to tie together the functionalities and expertise needed to successfully analyze and implement the programs.

Minimum Qualifications Current New York State Department of Health employee with permanent or contingent permanent status as a Program Research Specialist 2 (Medical Assistance) OR a New York State employee with one year of permanent or contingent permanent service in a title at or above Grade 21, and eligible for transfer to Program Research Specialist 2 (Medical Assistance), Grade 23, under Section 52.6.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: One year of permanent service as a Program Research Specialist 1 (Medical Assistance).

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Program Research Specialist 1 (Medical Assistance). If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

NY helps:
Bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of Medicaid or other State or federal medical assistance programs.

Substitution: J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.

Preferred Qualifications: Experience working in Medicaid and the Long Term Community Care population. Experience working with local districts. Two years experience with research and data analysis preferred. Experience reviewing and writing policy documents, and using research and data analysis to inform policy and/or regulations at the state or federal level. Strong written and communication skills including handling phone and email inquiries and complaints from the public.

Additional Comments This position may require day or overnight travel to local departments of social services statewide for the purposes of program review and monitoring.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
