Duties Description Under the direction of the Director for Technology, SG-31, the Manager of Information Technology (MITS 1), SG-27, role within Parks/APA Dedicated Support Team, the candidate will support the Office of Parks by performing a full range of duties including serving as a strategic liaison between the ITS Dedicated Team and NY State Parks and its various business stakeholders across all park regions and administrative functions. This role is crucial for ensuring that technology initiatives and services effectively support the mission, operational needs, and strategic goals of NY State Parks. The MITS 1 position will foster strong partnerships, understand business requirements, translate them into technology solutions, and champion the value of IT services to the business.
Specific duties will include, but not be limited to, the following:
• Strategic Partnership & Alignment:
o Develop and maintain strong, collaborative relationships with key business leaders, park managers, and operational staff to understand their current and future needs.
o Act as a trusted advisor to business units on technology matters, identifying opportunities where technology can drive efficiency, improve visitor experience, enhance conservation efforts, and support revenue generation.
o Facilitate strategic planning sessions between ITS and business units to align technology roadmap with organizational priorities.
• Requirements Gathering & Solutioning:
o Lead the process of eliciting, analyzing, and documenting business requirements for new technology projects and enhancements.
o Translate business needs into clear, concise technical requirements and functional specifications for the ITS team.
o Collaborate with ITS architects, developers, and support teams to design and propose technology solutions that meet business objectives and are technically feasible and to evaluate and recommend third-party software and hardware solutions where appropriate.
• Service Management & Delivery:
• Oversee the delivery of ITS services to business units, ensuring they meet agreed-upon service levels and quality standards.
o Act as a primary point of contact for business units regarding ITS service issues, escalations, and feedback.
o Monitor ITS service performance and proactively identify areas for improvement.
o Facilitate communication and coordination between business units and ITS support teams to resolve incidents and problems efficiently.
• IT Procurement Management:
o Collaborate with business units and ITS to define requirements for technology procurements, ensuring alignment with strategic goals and existing infrastructure.
o Participate in the development of Statements of Work (SOWs), Request for Proposals (RFPs), and other procurement documentation for technology goods and services.
o Assist in the evaluation of vendor proposals, including technical capabilities, pricing, and support models.
o Liaise with the procurement department and legal counsel to ensure compliance with state procurement regulations and policies.
o Monitor vendor performance against contracts and service level agreements (SLAs) post-procurement.
o Contribute to the development and maintenance of an IT asset management and procurement strategy.
• Change Management & Adoption:
o Champion the adoption of new technologies and ITS services within business units.
o Develop and implement change management strategies to ensure smooth transitions and user buy-in.
• Value Realization & Communication:
o Communicate the value and impact of IT investments and services to business stakeholders.
o Track and report on the benefits realized from technology initiatives.
o Manage expectations regarding IT project timelines, budgets, and deliverables.
o Facilitate regular business reviews to discuss IT performance, upcoming initiatives, and strategic alignment.
• Governance & Compliance:
o Ensure that technology solutions comply with relevant state and federal regulations, data privacy policies, and security standards.
o Participate in IT governance processes and contribute to decision-making regarding technology investments and priorities.
• Supervise staff and resources dedicated to the APA Dedicated Team.
• Perform additional duties as required.
Minimum Qualifications Open to NYS employees with one year of permanent competitiveservice as a Manager Information Technology Services 1,SG27/M2, OR in a position at the SG25 or M1 level or higherdeemed administrative under Section 52.6 of Civil Service Law.The transfer cannot be a second consecutive transfer resultingin advancement of more than two salary grades or one M-grade.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
