Duties Description Reporting to a Program Manager, the Contract Management Specialist 1 performs entry level professional tasks in support of the Office of Faith & Non-Profit Development Services program goals and objectives. Primary tasks are related to procurement, award, and management of grant contracts.
The Contract Management Specialist 1 duties in Office of New Americans will include but are not limited to the following:
• Develop and/or assist with evaluation and review of contract-related documents, including Request for Proposals (RFPs), Request for Applications (RFA's) and/or other procurement documents, bid evaluation documents, bidders conference and Q&A documents relating to RFPs, grant award and amendment documents, and other related financial documents.
• Reviews contractor performance and conducts site monitoring visits for compliance.
• Manage a repository for Request for Proposals (RFPs), Request for Applications (RFA's) and other grantee resources.
• Performs contract monitoring tasks including addressing any necessary contract modifications and contract amendments.
• Review proposed contract documents for fiscal and programmatic correctness and adherence to Department and State requirements; work with grantee and/or program staff to resolve minor issues.
• Monitor and follow up on individual grant contracts throughout the approval process, within program, and with Counsels Office, Fiscal Management and the Division of the Budget.
Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The minimum qualifications for Non-Competitive appointment are:

Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. *
Contract Management Specialist Trainee 2:
Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. *
Contract Management Specialist 1 Full Title:
Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. *
*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS: Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law.

PREFERRED QUALIFICATIONS:
• Advanced data analytical skills
• Strong organizational and project management skills, ability to manage multiple competing priorities
• Proficiency with Microsoft Office; Excel, SharePoint and database management tools for reporting and compliance
• Bachelor’s degree and two years of professional experience managing contracts and related budgets including fiscal management, payment, analysis, and fiscal reporting; contract development, including contract execution, monitoring and review of contract terms
• Knowledge and/or experience with the Statewide Financial System (SFS).

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
