Duties Description The Office Assistant 2 assigned to the Minimum Data Set (MDS) Office at the NYS Veterans Home at Oxford will have intimate knowledge of federally mandated regulations regarding timing of MDS assessments used for care planning and billing purposes. They will set MDS dates according to federal regulations to avoid federal regulatory deficiencies or penalties. They will monitor the interdisciplinary team’s MDS documentation to ensure completion and timeliness to meet federally mandated requirements. The Office Assistant 2 will communicate with interdisciplinary team members regarding their performance during MDS completion.

The employee will be responsible for Medicare coverage criteria and guidelines for billing purposes. They will submit protected health information to insurance companies for the purpose of continued coverage or payment. They will communicate with insurance company representatives regarding on-going cases and documentation needs for coordination of benefits. The Office Assistant 2 will handle requests/authorizations for outpatient therapy services to allow for billing of these services to a third-party payer. They will submit protected health information to CMS (Centers for Medicare and Medicaid Services) appointed representatives for audit purposes. They will communicate with resident representatives regarding federally mandated documents that must be completed at the end of Medicare services, ensuring these documents are handled according to federal guidelines. They will prepare and submit documentation to support third-party audits for billing purposes.

They will develop audit tools for purposes of tracking topics of concern for billing or surveys of Medicare data and Biometrics in combination with federally mandated matrix data for survey and generate reports from the EHR (Electric Health Records) to audit potential problems.

In addition, they will maintain open lines of communication with other departments regarding MDS, Medicare and care planning process. They will provide education and assist with completing tasks in the EHR such as assigning staff and changing profiles to ensure proper documentation is available for Nurse Assessment Coordinator staff.

Minimum Qualifications Reassignment and Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent service as an Office Assistant 2, Grade 9; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to 70.1 transfer to Office Assistant 2, Grade 9.

Promotional Provisional Opportunity: In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as an Office Assistant 1, Grade 6, or Office Assistant, Clerical, or Keyboarding title allocated to a Grade 6 or higher.

NY HELPS Minimum Qualifications:
One year of clerical experience.
