Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Training Specialist 1, G-18/Training Specialist Trainee, NS, position in the Center for State & Community Workforce Development & Human Resources, Bureau of Education and Workforce Development (BEWD). The incumbent will assist in managing administrative workforce training and development programs and initiatives. Specific duties to be performed may include, but are not limited to, the following:

Utilize computer-based systems and online supports to manage, monitor, and report staff training functions and activities, i.e. Statewide Learning Management System (SLMS) as well as database, spreadsheet, and reports software such as Microsoft Excel and Access.

SLMS – The incumbent will support the use of SLMS across the OMH system. The incumbent will administer all features of the SLMS and teach others how to use system features. They will provide technical support and instruction to OMH facility administrators; troubleshoot issues for administrators and learners; and enter data, upload spreadsheets, and report on agency compliance for training mandated by the NYS Governor’s Office, Joint Commission, Centers for Medicare & Medicaid Services, etc.

eLearning – Assist in the development of elearning courses on various topics for both OMH Central Office and facility staff. Elearning courses are consistently in high demand. The incumbent will be trained in using elearning development tools such as Adobe Captivate. This staff person will primarily utlize materials developed by higher level training staff, with input from subject matter experts in other departments, to create electronic coursework.

Training Delivery and Curriculum Development – Deliver live in-person and virtual training. In addition, for each scheduled training delivery, incumbent will make arrangements for, promote, and evaluate classes. Incumbent will also assist with curriculum revisions, updates, needs analyses, and recommendations of courses to meet specific Central Office and facility workforce development needs.

Design, deliver, and evaluate courses and workforce development programs that support the OMH training operation. In addition to supporting traditional classroom programs, the incumbent of this position will assist in the research, development, delivery, and expansion of eLearning and distance learning programs utilizing tools such as Camtasia, Captivate, and Lectora.

Consult with program managers to analyze training needs, and identify programs and resources to meet those needs.

Research and inform employees and program managers of available training and educational opportunities, and answer related questions.

Make arrangements for training courses, including scheduling classroom space, setting up classroom, obtaining and setting up required equipment, and obtaining materials and supplies. For elearning and distance learning programs, make arrangements for and/or use appropriate technology resources (e.g., WebEx, video teleconferencing, etc.).

Design professional training materials and flyers.

Evaluate training courses through the use of questionnaires, review of work reports, or supervisory evaluation. Make suggestions and adjustments to curricula as needed.

Represent the Bureau on interagency workgroups as assigned.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program: This position includes an opportunity to serve in a traineeship and applicants will be appointed to appropriate level based on their experience, certification, and education.

Training Specialist Trainee 1 (starting salary $53,764): Four years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.*

Training Specialist Trainee 2 (starting salary $59,994): Five years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.*

Training Specialist 1 (starting salary $66,951): Six years of experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out the mission.*

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a J.D. may substitute for six years of experience.


Transfer Opportunity:
Candidates must have permanent or 55b/c status as a Training Specialist 1, Grade 18, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law to the Training Specialist 1 title; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law into the trainee levels (Training Specialist Trainee 1 or 2).

Additional Comments The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:

$53,764 (Training Specialist Trainee 1)
$59,994 (Training Specialist Trainee 2)
$66,951 (Training Specialist 1, full performance level)

For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
