Duties Description 2 positions available to be filled in the Syracuse or Rome area.

•Candidate will serve as a member of one or more Human Rights Committees (HRCs) which meet on the 2nd, 3rd and 4th Tuesdays of the month. The HRC reviews Behavior Support Plans that include restrictions (e.g., psychotropic medications, physical interventions, rights restrictions, mechanical restraints etc.) to ensure that the use of these interventions is justified.
•Candidate will provide review and oversight for plans written by Master's Level Psychologists and Doctoral Level Psychologists who are not licensed. Candidate will review plans submitted to HRC to ensure that they are well-written, provide clear direction for staff and follow all policies, procedures, and regulations that are in place. The review also includes ensuring that behavioral data supports the use of restrictions and that proper fading plans are in place to discontinue use over time.
•Candidate will utilize the OPWDD Electronic Health Record (EHR) to review that edits and required actions are completed by the psychologist who created the plan. Once reviewed the Licensed Psychologist will provide approval in EHR.
•Candidate will also review and approve plans in the EHR that do not require review and approval by HRC, since there are no restrictive interventions or psychotropic medications to address challenging behavior incorporated within the plans. Instead, plans may only utilize psychotropic medication to address to-occurring psychiatric diagnoses but not overt challenging behavior (i.e., Monitoring Plans). Or plans may not include the use of either restrictive interventions or psychotropic medication to address challenging behavior (i.e., non-restrictive BSP). •Candidate may assist with other tasks that require a Licensed Psychologist. such as reviewing paperwork for end-of-life care and major medical procedures and reviewing assessments for the ability to give informed consent. Additional opportunities to provide training, supervision, and clinical support may be available dependent on. candidates
interest, clinical background and agency needs.

As a Licensed Psychologist, you would supervise and/or provide professional psychological services. In addition to assessment and treatment, your duties may include:
• Clinical leadership.
• Program Management.
• Psychological services requiring expertise in neuropsychology, child and adolescent psychology, sex offense treatment.
• Forensic or court ordered assessment, treatment and expert testimony.
• Specialized assessment (functional, personality, risk, competency, vocational, education)
• Design and application of behavioral technology and other specialized psychological interventions.
• Crisis intervention.
• Training.
• Peer review.

Minimum Qualifications Candidates must be licensed and currently registered by New York State as a Licensed Psychologist.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

• Posted Hiring Salary includes the sum of statutory hiring rate for PS&T Grade 25 ($96,336), Increased hiring rate ($25,077), and Geographic Pay Differential ($20,000). The Geographic Pay Differential is also applied to the posted Job Rate ($121,413).

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
