Duties Description The incumbent will provide technical support for Central Office and regional office staff who utilize Division of Materials Management (DMM) program databases. Specific duties will include defining and developing requirements for new or existing information technology systems and business processes for various Division programs; interacting with Office of Information Technology Services (OITS) staff in the development, maintenance, and upgrading of DMM program databases; developing requirements for critical business analysis projects; assisting with database management, including updating menus and adding users; providing information resources to staff, including computers and other hardware resources, as well as with on-boarding and off-boarding of staff; using the Information Technology Services (ITS) Self Service Portal interface to request access and permissions to folders on the network drives and to report computer and software issues; assisting with various information technology-related functions such as hardware installation, network configuration, software administration and programming; and developing instructional materials and training for DMM Central Office and regional staff.

Essential Functions:
Ability to work independently on business analysis projects requiring specialized skills. Ability to apply a broad range of tools and techniques across the major business analysis knowledge areas to help transition various business systems to a progressive path forward.

Minimum Qualifications For Provisional Appointment:

Promotional:

One year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1 or Business Systems Analyst 1 (Health).

Open Competitive:

Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

For Permanent Appointment:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

Candidates may also qualify via the following:

Reassignment: Currently in the title and an employee of DEC

Reinstatement: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer: One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law
or

Eligible for transfer under Section 52.6: Must have current or prior permanent service in a title designated as 52.6 and within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search “GOT-IT”

For Non-Competitive Promotion:

If there are no more than three individuals interested from among those in the departmental promotion field, it may be possible to make a permanent appointment via non-competitive promotion. To be eligible for non-competitive promotion, candidates must be actively employed by or on leave from the Department of Environmental Conservation and have one year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service as a Business Systems Analyst 1.

Additional Comments Telecommuting may be available up to 50% of work schedule, will be discussed at interview.
