Minimum Qualifications Interested candidates must be reachable on the Agency Program Aide eligible list or eligible to transfer under Section 70.1 of the Civil Service Law.
To be eligible for a 70.1 transfer to an Agency Program Aide, SG-13, a candidate must have one year of permanent competitive service in a qualifying title allocated to a salary grade 11 or higher.

Duties Description • Perform various support functions for Unit’s procurement activities including:
- Create and streamline office processes as warranted that support procurement activities.
- Document procedures and analytical methods.
- Monitor and manage procurement activities including receipt and screening of proposals, award of new contracts and final disposition of expired contracts.
- Perform support functions for CMS1s and CMS2s.
- Work on special assignments when requested.
• Reporting
- Prepare and disseminate weekly reports
- Gather statistical information on approved contracts and disseminate information to stakeholders
- Develop data for annual reporting including statutory reporting for Single Source contracts, Qualified Personal Service Reports and Omnibus Procurement Act
- Identify contracts subject to annual Consultant Disclosure reporting. Coordinate activities that result in obtaining, analyzing and reporting on information from vendors for the Contract Services Annual Employment Report.
- Monitors and manages contract encumbrances.
• File Maintenance
- Maintain and manage physical and electronic procurement documents and contract files
- Maintain procurement records, follow up with proposers on missing documents, in accordance with procurement guidelines.
- Prepare files for archiving
• Open Request for Proposal and Invitation for Bids submissions. Conduct initial submission reviews of proposal documents received. Prepare and disseminate proposal opening documents to appropriate staff.
• Use the Statewide Financial System (SFS) to access information needed to process encumbrances. Process Encumbrances for Contracts/Leases on the SFS System. Run Ad Hoc reports in SFS. Analyze and summarize data.
• Distribute and track FOIL Requests and maintain log. Analyze and research FOIL requests.
