Duties Description If appointed to Digital Collections Enforcement - Personal Income Tax Enforcement, the incumbent must be able to perform the following essential functions:

• Navigate various systems and applications to access and interpret information, update records, create documents, prepare reports and forms, and research and enter data.

• Analyze information and facts pertinent to the case, including financial statement applications and other documents, determine a logical conclusion and proceed accordingly.

• Communicate effectively, both verbally and in writing, with the public, taxpayers, representatives, and Department personnel, by responding to inquiries either in writing or by telephone.

• May utilize an audio headset depending on the nature of the assignment and call volume.

• Create and issue legal documents, such as warrants, levies, and income executions, to enforce collection of delinquent taxes.

• Interpret and apply the Tax Laws of New York State, Civil Practice Law and Rules (CPLR) and the policies and procedures of the Civil Enforcement Division with respect to the collection of delinquent taxes.

• Work independently and exercise good judgment in monitoring multiple work assignments.

• Be detail-oriented and organized.

• Demonstrate initiative and self-motivation.

• Develop and use strong analytical skills.

• Effectively and efficiently manage a collections case load based on unit policies, procedures and the Tax Law.

• Adhere to the secrecy provisions and confidentiality rules of the Federal and New York State Tax Law.

• Must adhere to the Department rules and policies including Code of Conduct, ethic practices, and time and attendance rules and regulations.

Minimum Qualifications Candidates must be current NYS employees eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.

OR

Reachable on the appropriate Civil Service Eligible List for this title and location.

OR

New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:


Taxpayer Services Specialist Trainee 1:

60 semester credit hours.

OR

30 semester credit hours and one year of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.

OR

High school diploma or equivalency and two years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.



Taxpayer Services Specialist Trainee 2:

60 semester credit hours and one year of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.

OR

30 semester credit hours and two years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.

OR

High school diploma or equivalency and three years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.


Taxpayer Services Specialist Journey:

60 semester credit hours and two years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.

OR

30 semester credit hours and three years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.

OR

High school diploma or equivalency and four years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.

OR

Completion of a two-year traineeship.




This position may be filled as a two-year traineeship.
Advanced placement in a traineeship is at the discretion of the hiring agency.


Starting salary for Taxpayer Services Specialist Trainee 1 - $45,494

Starting salary for Taxpayer Services Specialist Trainee 2 - $50,844

Starting salary for Taxpayer Services Specialist Journey - $53,764
