Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, G-25; OR who are in a position at the G-23 level or above and who are eligible to transfer under Section 52.6 of the Civil Service Law or in a title designated appropriate for Section 70.1 transfer of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Duties Description This position is located in the Business Solutions Bureau and Business Tax Section within Finance/Regulation/Gaming Cluster.

Under the general direction of a Manager of Data Processing Services, the incumbent supervises and directs the work of a team of programmer analysts responsible for the development and implementation of new and enhanced computer applications.

Illustrative duties include, but are not limited to, the following:

• Plan and manage individual project development activities;

• Serve as project leader, providing high-level technical supervision and guidance to subordinate staff;

• Manage individual and team work progress and productivity to ensure that schedules are met and project objectives are accomplished;

• Develop plans for and manage the execution of implementation and post implementation review activities;

• Identify individual and team technical training needs and ensure that training needs are met;

• Perform administrative supervision activities including time and attendance control, individual performance evaluation, and counseling and discipline of problematic employees;

• Provide regular statistical reports on team activities and periodic narrative reports to the supervisor on special problems or activities;

• Meet the Department's time and attendance rules.
