Duties Description The incumbent will perform the following essential functions:
• Work independently and exercise good judgment in monitoring multiple work assignments;
• Wear an audio headset to conduct telephone interviews with respondents in order to obtain information and request full payment of child support arrears;
• Manipulate an alphanumeric keyboard and navigate various PC applications to access and interpret information, update records, create documents, prepare reports and forms, and research and enter data pertaining to case contacts;
• Solid understanding of the Civil Enforcement Division (CED) and Office of Temporary and Disability Assistance (OTDA/federal regulations) policy and procedures;
• Interpret and apply the Tax Laws of New York State, Civil Practice Law and Rules (CPLR) and the policies and procedures of the Child Support Division with respect to the collection of delinquent child support arrears;
• Communicate effectively, both verbally and in writing, with the public to provide information and explanations regarding DTF’s role in collecting Child Support arrears;
• Adhere to the secrecy provisions set forth by the Tax Law and OTDA;
• Readiness to take responsibility and be proactive without constant supervision;
• Strong research skills;
• Conduct skip tracing to locate respondents and their assets for collection purposes;
• Resolve disputes with respondents in a calm, courteous and professional manner;
• Analyze information and facts pertinent to the case, determine a logical conclusion and proceed accordingly;
• Create and issue legal documents, such as warrants, levies, information subpoenas, and restraining notices to enforce collection of delinquent Child Support arrears;
• Assist with Child Support Enforcement (CSE) system application testing;
• Demonstrate initiative and self-motivation;
• Comply with the Office of Human Resources Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies and procedures; and
• Adhere to the Department's time and attendance rules and regulations.
Minimum Qualifications The ability to fill this position is subject to DOB guidelines for processing personnel transactions. Note: A budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same Department or to change line items within the same funding source. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations.
If mandatory rehiring lists exist for this title, appointment other than reassignment must be made from these lists. If there are no acceptors from these lists, appointment may be made using the following:
Eligibility for appointment:
a) New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)
b) Employees who are currently serving in the same title are eligible for reassignment without change in title or status;
c) Candidates reachable on the appropriate eligible list for this title and location*
d) Employees eligible for transfer.
e) This position may be filled as a two-year traineeship
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Taxpayer Services Specialist Trainee 1:
60 semester credit hours.
OR
30 semester credit hours and one year of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
OR
High school diploma or equivalency and two years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
Taxpayer Services Specialist Trainee 2:
60 semester credit hours and one year of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
OR
30 semester credit hours and two years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
OR
High school diploma or equivalency and three years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
Taxpayer Services Specialist Full Journey:
60 semester credit hours and two years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
OR
30 semester credit hours and three years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
OR
High school diploma or equivalency and four years of experience testing automated systems, resolving system errors, or conducting collections and/or compliance activities.
OR
Completion of a two-year traineeship.
Salary:
Advanced Placement in a traineeship is at the discretion of the hiring agency.

Taxpayer Services Specialist Trainee 2 SG-13: $50,844
Taxpayer Services Specialist Journey SG-14: $53,764
