Duties Description The Supervising Attorney will serve within the Office of General Counsel and will report to a Deputy Counsel. The Supervising Attorney will provide direct legal support to the Department Division of Licensing Services and will be responsible for the following duties:

• Supervise attorneys and non-attorney staff within the Office of General Counsel Licensing program area.
• Represent the Department of State Division of Licensing Services in complex licensing matters (e.g., cases of first impression) in the Department of State Office of Administrative Hearings.
• Provide legal advice and guidance to the Deputy Secretary for Business Development and Division of Licensing Services staff.
• Manage administrative hearing and case assignments for licensing program area.
• Work on legislative and regulatory policies impacting the Division of Licensing Services.
• Attend the meetings of licensing-related regulatory and advisory boards; provide legal advice to such boards.
• Review and approve responses to public inquiries concerning licensing matters.
• Review and approve responses to sensitive FOIL requests relating to licensing program area.
• Manage and oversee responses to other legal process relating to licensing program area.
• Other duties as assigned.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.

TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55-B/C service in a title SG-29/M-3 or higher and otherwise eligible for transfer under Civil Service Law.

PREFERRED QUALIFICATIONS:
• A minimum of 2 years of supervisory experience.
• A minimum of 5 years of litigation, arbitration or hearing experience.
• Previous experience working with and advising regulatory/advisory boards and commissions.
• Previous experience with drafting legislation or regulations.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
