Duties Description Under the supervision of a Contract Management Specialist 3, the incumbent is responsible for supervising a team of procurement professionals within the Agency Procurement Office, Division of Financial Administration for the Office of General Services (OGS). The unit is responsible for implementing and administering a complex variety of grant contracts, service contracts, and other procurement activities for OGS and several hosted agencies. The incumbent’s responsibilities may include, but not be limited to:
• Provide guidance and training to assigned staff regarding procurement methods, contract development, and contract administration.
• Provide guidance on gathering and analyzing data, drafting reports and spreadsheets, and developing and documenting procedures.
• Review solicitations, grant contracts, and related documents prepared by assigned staff to ensure adherence with applicable laws, rules, and guidelines.
• Coordinate and monitor workload of assigned staff.
• Reviewing and approving contract payments and assuring they are in accordance with contract terms and conditions.
• Develop processes and train staff on use of the Statewide Financial System to include establishing and encumbering contracts, processing transactions, accessing reports, and general navigation.
• Maintain procurement databases, develop reports, maintain standardized template documents.
• Oversee development, processing, and administration of assigned contracts for OGS and Agencies hosted by OGS.
• Provide guidance on procurement, contracting, and related processes to OGS and hosted agency staff.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
