Duties Description The Supervising Attorney will serve within the Office of General Counsel and will report directly to the General Counsel. They will provide legal services at the direction of the General Counsel, and will be responsible for the following duties:
• Supervise and collaborate with other staff attorneys, while exercising discretion and independent judgment.
• Review the work of staff attorneys and provide advice and guidance as needed.
• Manage oversight of office administrative issues and represent the General Counsel when requested.
• Advise Executive Staff, Regional and Assistant Regional Directors, Bureau Directors, and facility managers on legal issues.
• Independently handle sensitive human resource issues and advise Associate Counsel when needed.
• Oversee complex and sensitive litigation involving environmental and construction related matters.
• Advise in developing agency legal strategy to interpret or implement applicable federal and state laws, regulations and guidance and advise on interagency projects.
• Research pertinent court decisions, statutes, regulations, guidance, and other precedents for drafting various types of legal documents, including briefs, contracts, and leases.
• Meet with involved parties, including state control agencies, to provide or obtain information, answer questions and resolve problems.
• Review and update agency policies and assist agency bureaus in implementation and compliance.
• Generally, assist agency staff in dealing with facility management including permitting issues, patron complaints and operations.
• Assist in the drafting and analysis of proposed legislation and regulations.
• Other related duties as assigned.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as an Associate Attorney (Various Parenthetics), SG-28. If three or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Promotion Exam, if said exam was held within the last four years.
NOTE: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 29 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
The qualifications for appointment, and as a condition of employment to the Supervising Attorney position, it is required that you be admitted to the Bar in New York State and that you maintain registration. Failure to maintain registration will result in removal from this position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
