Duties Description The Medicaid Redesign Analyst 2 will report to the Director of the Bureau of Performance Improvement unit within the Office of Health Services Quality and Analytics (OHSQA). The responsibilities will include assisting the OHSQA with a variety of administrative and program tasks including communication with stakeholders, documentation and implementation of program policies and procedures, project management, data management and quality assurance. More specifically, the responsibilities will include:
•External Quality Review Organization (EQRO) contract management, and collaboration with the vendor contracted to complete external quality review (EQR) activities for the NYS Medicaid and Child Health Plus program and staff involved in these activities.
•Management of the production processes for the annual EQR technical report, including development of production timelines, tracking data and information collection and follow up with staff, modification of timelines as needed, communication with stakeholders and subject-matter experts, collaborating with OHSQA and New York State Department of Health staff responsible for compiling data and information needed to produce technical reports and other quality improvement processes.
•Monitor shared mailboxes and collaborate with Bureau and Unit directors in responding.
•Collaborate with OHSQA staff and the vendor contracted to provide EQR support in order to plan and implement Medicaid and Child Health Plus performance improvement activities.
•Manage and mentor staff through open communication, recommending training and development opportunities and utilizing performance management processes.
•Assist with OHSQA priorities, including other Unit and Bureau tasks as assigned.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Medicaid Redesign Analyst 2, SG23 OR Current NYS employee with one year of permanent or contingent-permanent, competitive, status in a title SG21 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Non-Competitive Candidates via NY HELPS: Seven years of experience in the administration of a public health insurance program performing one or more of the following duties: participation in the development or implementation of programs, policies, procedures, or regulations related to the delivery, reimbursement, eligibility, coverage, or payment of health care services; analyzing demographic, economic, financial, clinical usage, or clinical quality assurance data to improve the quality, availability, or efficiency of health care services; participating in the development, implementation, or oversight of health plan contracts with organizations that provide insurance coverage of health care services.

Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

Preferred Qualifications: Ability to work independently with excellent organizational, written and oral communication skills. Proficiency in Microsoft Office products, including Word, Excel and PowerPoint. Project Management experience is desired. Experience in staff supervision, managed care, public insurance programs, or quality measurement and improvement is beneficial.

Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process, and are subject to operational needs and the telecommuting application process. Any non-telecommuting days are required to be in-person in the Corning Tower in downtown Albany, NY.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
