Duties Description The ITS 2 will perform the full range of systems analysis, design, coding, and testing activities within the Chief Technology Office (CTO) of the Division of Operations and Systems, Office of Health Insurance Programs (OHIP). The incumbent performs hands-on technical work spanning coding, application development, program and system testing, and business and systems analysis and design while contributing to the maintenance and ongoing implementation of DOS systems. Key responsibilities include Perform systems analysis and design for assigned application areas within the Division of Operations and Systems. Write, test, and debug application programs supporting DOS systems using established coding standards and procedures. Conduct business and systems analysis activities to translate program requirements into technical specifications as directed by the ITS 3 supervisor. Develop and maintain application programs across multiple platforms and technologies; Participate in program and system testing activities, including unit testing, integration testing, and user acceptance testing, to verify that delivered solutions meet business and technical requirements. Develop test data and execute test plans as assigned. Document test results and report defects; Prepare and maintain program documentation, technical specifications, and design artifacts in accordance with Bureau standards. Document system configurations, code changes, and implementation procedures to support audit, compliance, and knowledge-transfer requirements; Perform assigned technical work as a member of a cross-domain team of architects, developers, and system administrators. Communicate with users to gather requirements for assigned tasks. Report progress and technical issues to the ITS 3 supervisor. Consult with contractors and engineering team members as directed, perform ongoing maintenance activities for assigned application programs. Troubleshoot and resolve assigned problems. Utilize assigned tools and technologies, including cloud-native platforms and healthcare interoperability standards, in day-to-day technical work.

Minimum Qualifications Competitive: Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 2, 18; OR current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 16 and eligible to transfer to an Information Technology Specialist 2 under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.

Preferred Qualifications: Experience with modern cloud platforms (AWS, Azure, GCP) and cloud-native development.
Experience with Service-Oriented Architecture (SOA), microservices, and API-led design patterns.
Experience supporting system integrations and legacy platform maintenance.
Proficiency with programming languages such as Python, Java, and .NET.
