Duties Description The Division of Operations and Systems (DOS) within the Office of Health Insurance Programs (OHIP) requires a qualified Information Technology Specialist 2 for the Bureau of eMedNY who will carry out duties necessary for the continued operations of the State's Medicaid Management Information System (MMIS). The incumbent will focus on the MMIS's day to day operations, including, but not limited to:
Analyze issues, questions, and proposed changes to the MMIS from Department of Health (DOH) program areas, State partners, the Centers for Medicare and Medicaid Services (CMS), the Medicaid Fiscal Agent, etc. Conduct research to understand the business needs and potential operational MMIS impact and recommend solutions. Update the progress of assigned work in the unit’s tracking system.
Monitor the unit’s shared mailboxes and other workstreams, conduct research, and assign new tasks to team members based on subject matter area, workload, and priority.
Assist with account provisioning and access requests by following established procedures and creating or modifying procedures as changes occur.
Understand priorities and timeframe of assigned workload. Escalate issues to supervisor/manager.
Refer non-operational issues to the appropriate team within DOH or the Medicaid Fiscal Agent.
Develop and maintain subject matter expertise in assigned MMIS subsystems.
Assist the project managers and business analysts with efforts to develop new system functionality by providing MMIS subject matter expertise. Assess the operational impacts of projects and communicate recommendations to supervisor/manager.
Assist with developing procedures, reference documentation, and training materials.
Continuously review operational processes for improvement opportunities and recommend changes to supervisor/manager.
Cross-train with existing operational staff to be able to provide coverage as needed.
Minimum Qualifications Competitive: Current Department of Health (DOH) employee with permanent or contingent-permanent status as an Information Technology Specialist 2, 18; OR current New York State employee with one year or more of permanent or contingent-permanent, competitive or 55-b/55-c service in a title at or above a grade 16 and eligible to transfer to an Information Technology Specialist 2 under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law.
Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.
Preferred Qualifications: Strong problem-solving, critical thinking, and analysis skills.
Ability to communicate effectively and professionally with a variety of audiences and stakeholders.
Ability to translate programmatic needs into technical and system requirements, and to communicate technical concepts to non-technical audiences.
Ability to conduct independent research using multiple sources, synthesize information, and make recommendations.
Experience facilitating group discussions and meetings.
Familiarity with Medicaid program operations, especially the client eligibility and claims payment processes; the Medicaid Management Information System (MMIS); and identify and access management account provisioning processes.
Familiarity with Project Management methodologies, and experience leading projects.
Familiarity with Software Development Lifecycle (SDLC) concepts and tools.
Experience eliciting and documenting business requirements.
Experience using Microsoft Office tools, especially Excel, Outlook, Word, and SharePoint.
Familiarity with Medicaid legacy systems/COBOL.
Familiarity with identity and access management account provisioning practices.
Familiarity with Medicaid, especially the client eligibility and claims payment processes.
Additional Comments This position is part of the NYS HELPS program. No examination is required.
