Duties Description • Prepare procedures to describe, revise, and control work activities. Provide technical assistance in implementing new or modified procedures.
• Analyze work problems and develop specific recommendations for management to improve operational efficiency and effectiveness.
• Respond to questions from Bureau management and staff regarding Bureau and Agency policies, rules, and regulations. Evaluate proposed policies and provides analysis and recommendations describing the impact, potential benefits, and problems.
• Provide support with attorney programs or initiatives as requested such as presentations and legal trainings.
• Compile data and prepare reports as requested. Interpret requests to determine the appropriate response, and design reports to best communicate the data to the intended audience.
• Develop and implement record-keeping systems for bureau case files.
• Prepare updated lists for Bureau-wide distribution of federal and state court rule books.
• Work closely with Bureau Management regarding resolution of issues involving support staff or attorneys.
• Interface with other Bureaus and/or agencies on an as needed basis as directed by Bureau or Deputy Bureau Chief.
• Evaluate legal assistant. training and development needs and identify resources to meet needs. Arrange for special training in response to management, program, and staff needs.
• Supervise legal assistants assigned to the office by performing the full range of supervisory activities.
• Assist with preparing court documents and exhibits for court filings, including copying. Perform document review, including the use of electronic discovery, and prepare draft responses to document demands for attorney review.
• Work with assigned attorneys to restyle papers as needed.
• Prepare final documents for file closing.
• Assist with notices to admit, and/or requests for documents.
• Prepare correspondence and all relevant case materials for the record.
• Coordinate with mail room, print shop, library, IT, and managing attorney’s office for litigation needs
• Perform other duties as assigned.
Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE QUALIFICATIONS:
• Administrative Specialist 1 (PEF, SG 18, current starting salary $66,951, job rate $85,138): Six years of experience performing or overseeing budget, human resources, or business services activities for an organization or program. Substitutions: An associate degree may substitute for two years of specialized experience; a bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; a J.D. may substitute for six years of specialized experience.
• Administrative Specialist Trainee 2 (PEF, NS Equated SG-16, current starting salary $59,994, job rate $76,359): Five years of experience performing or overseeing budget, human resources, or business services activities for an organization or program. Substitutions: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience. Successful completion of the traineeship leads to appointment as an Administrative Specialist 1, SG-18.
• Administrative Specialist Trainee 1 (PEF, NS Equated SG-14, current starting salary $53,764, job rate $68,630): Four years of experience performing or overseeing budget, human resources, or business services activities for an organization or program. Substitutions: An associate degree may substitute for two years of specialized experience; a bachelor’s degree may substitute for four years of specialized experience. Successful completion of this two-year traineeship leads to appointment as an Administrative Specialist 1, SG-18.
OTHER WAYS TO QUALIFY:
Reachable on the Professional Careers Opportunities (PCO) eligible list or the Public Administration Trainee Transition (PATT) list.
OR
Eligible for transfer under Civil Service Law into an Administrative Specialist 1 or Administrative Specialist Trainee position.
OR
55 B/C: This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above.
Additional Comments Monday through Friday, 9:30 am thru 5:30 pm or 10:00 am thru 6:00 pm (37.5 hours/week). Scheduling determinations are dependent upon the needs of the Bureau and will be communicated during interviews.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller (OSC) in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
The Office of the NYS Attorney General (OAG) cannot provide sponsorship for work authorization. Candidates need to be authorized to work in the United States to be employed by this agency.
