Minimum Qualifications There is no Civil Service eligible list for this title. In order to qualify for provisional appointment candidates must have one year of permanent competitive service in a professional personnel position at a Grade 23 or higher. To qualify for a permanent appointment under Section 52.6, candidates must have one year of permanent competitive service in a Grade 661 or higher in a title designated as 52.6 transfer eligible.
NOTE: If the number of interested candidates is three or fewer, a competitive examination will not be held and the agency at its discretion may nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Duties Description Under the direction of the Deputy Commissioner of Workforce and Talent Management and the Director of Personnel, the Assistant Director of Personnel will act as the Director of Recruitment and will develop and formulate a strategy to recruit the best personnel for the Office for People With Developmental Disabilities.
Duties and responsibilities include, but are not limited to the following:
• Identifies, investigates and evaluates new ideas of recruitment for hard to fill titles for the agency.
• Participates in recruitment forums and interacts with Colleges and Universities to coordinate recruitment efforts.
• Streamline the recruitment process through web based products. Work with ITS on computer programs, on-line forms, web based applications, including a vacancy notice page on OPWDD web site.
• Develops and oversees implementation of social media recruitment efforts.
• Manages multiple projects Statewide to implement the Strategic recruitment plan. Manages work projects and activities of personnel units as needed to actualize the plan.
• Conducts studies for effectiveness in the continuous recruitment testing mechanism used throughout OPWDD.
• Insures the effectiveness of communication work with Control Agencies and partners, such as Civil Service, and Division of the Budget and State Comptroller to facilitate recruitment Statewide.
• Manages recruitment in local DDSO HR offices. Ensures consistency in Statewide recruitment process and methodology. Review existing procedures and paperwork used throughout OPWDD in recruitment.
• Identify corrective measures to work with Employee Health Services and/or external contractors to streamline the process to get the candidates onboard quicker.
• Provide reports and analysis as needed to determine efficacy of existing recruitment processes.
• Provides recommendations for improvement of recruitment, hiring and onboarding processes to ensure efficiency and effectiveness.
Additional Comments All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
