Duties Description First-level supervisor within Program Administration Unit, which assists enrollees in the New York State Health Insurance Program (NYSHIP) and State and local government agency Health Benefits Administrators (HBAs) with maintenance of enrollment in health, dental, vision and life insurance benefits.
• Provide general and specific NYSHIP program, enrollment and eligibility information in person or by phone to HBAs, enrollees, or other applicable parties in State agencies or NYSHIP participating public employers.
• Explain and interpret applicable rules, regulations, polices and/or procedures in person or by phone to HBAs, enrollees, or other applicable parties in State agencies or NYSHIP participating public employers.
• Processes and assists enrollees, HBAs and subordinate staff with completing more complex enrollment transactions and corrections to enrollment data.
• Assists subordinates with complex account reconciliation.
• Assign work and review work for accuracy of subordinates.
• Ensures that the enrollee and HBA assistance telephone lines are adequately staffed.
• Prepares monthly narrative and statistical reports.
• Reviews written replies drafted by subordinates and prepares written responses to complex and escalated requests from enrollees and HBAs. Monitors subordinates’ responses to inquiries from enrollees and HBAs.
• Answers complex and escalated questions posed by subordinates, enrollees, HBAs and/or their representatives regarding rules and regulations of NYSHIP.
• Assists with testing of system changes.
