Duties Description • Assist the Waiver Lead with overall supervision and oversight of Waiver Unit staff, including Local School Transition, Service Amendment Request Tool (SART), Home Enabling Supports, Environmental Modifications, employment services, Interregional Transfers (IRT), and liaison teams.
• Support waiver processes by assisting with Notice of Decisions, enrollments, denials, terminations, interregional transfers, and enrollment approvals.
• Participate in and support waiver denial fair hearings, family conferences, Designation Review Committee, Front Door Quality Review Team (QRT, SART QRT), and other required committees and meetings.
• Provide program oversight by monitoring waiver activities, maintaining trackers, ensuring timely completion of projects, and supporting audits, reporting, and complete required trainings.
• Collaborate with Waiver Lead to respond to inquiries (e.g., Infoline, Governor’s correspondence, families, and OPWDD partners) and ensure timely follow-up.
• Attend community outreach events, CCO meetings, community of practice meetings, Letter Of Intent (LOI) Committee, and meetings as needed. Some evening/weekend hours and/or travel may be needed.
• Support operational functions including staff supervision, time and attendance tracking (TIMES), and technical assistance for waiver-related inquiries.
Selection Criteria:
• Possess excellent and professional communication, public speaking, writing and organizational skills.
• Ability to initiate and maintain working relationships with people served, their families, advocates, community representatives, voluntary providers, DDRFO, DDSOO and other agency staff.
• Excellent computer knowledge and ability to maintain databases and tracking systems.
• Ability to work independently and as part of a team as required as well as provide direct supervision to unit staff.
• Possess acceptable time and attendance work record.
• Ability to participate in requested functions and activities during evening hours and weekends as requested.
As a Program Operations Specialist 2 - Waiver Supervisor, you would independently perform professional, administrative, and technical duties to promote the planning, development, implementation, monitoring, and evaluation of programs and services for individuals with intellectual and/or developmental disabilities. You may also supervise Program Operations Specialists 1 and other staff engaged in these activities.

Minimum Qualifications Promotion:
Candidates must be reachable for appointment on the current Civil Service Eligible List.

Transfer:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 23 ($86,681) and Downstate Adjustment ($4,000). Downstate Adjustment is also added to the job rate ($109,650).

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
