Duties Description Under the general direction of the Director Labor Standards, the Assistant Director Labor standards, the individual will perform a full range of duties, including, but not limited to the following:
• Assist in oversight and supervision of the Labor Standards regional and administrative offices and special programs, projects, engagement, or initiatives
• Oversee the staffing of offices, implementation of enforcement strategies, staff development and effective evaluation of subordinate staff
• Oversees timely, data-driven case management and reporting to the Director and Executives
• Elevates enforcement challenges immediately to the Director or Executive Staff with recommendations on resolution resolution in close alignment with Agency goals, and is proactively communicative with Director and Executives
• Ensures clear, timely and substantive training (all relevant knowledge, skills, abilities are conveyed to staff at the appropriate milestone) is provided to all enforcement staff
• Works closely with other DOL support units to ensure that personnel matters are addressed effectively and timely
• Oversee all the operations of the Division in the absence of the Director Labor Standards
• Has profound knowledge and understanding of the Labor Laws
• Reviews and coordinates area operations to ensure uniform application of policies and procedures, updated resources and methods are used, and standards are met through transparency and accountability programs
• Provides direction and training on new policies and procedures using customer service, mission focused, and change management informed practices
• Represent the Division on intergovernmental boards and committees of public and private agencies
• Directs and monitors all special programs or initiatives administered by the Division specific to Labor Laws
• Prepares routine and special reports and proactively advises on the operations of the Division
• Ensures technological efficiencies, improvements, equipment, and enforcement strategies are implemented across the Division
• Direct, assign, and follow up on complex or sensitive investigations to appropriate level staff
• Participate in change in organizational transformations, ensuring successful adoption and alignment with strategic objectives
• Engage in technology and innovation by leveraging emerging technologies to optimize processes and enhance customer experiences
• Proactively manage relationships with key stakeholders internally and externally
• Think strategically about current and future organizational needs
• Adapt to shifting priorities
• Participate in the comprehensive process of implementing changes, ensuring smooth transitions, effective communication, and minimal disruption

Minimum Qualifications As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade M3 or higher determined to be administrative by Civil Service.

52.7 Non-Competitive Promotion (NCP) Qualifications (DOL Employees Only):
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have two years or more of permanent, contingent-permanent or 55 b/c service as an Investigative Specialist 3 (Labor Standards) (SG 25); or one year or more of permanent, contingent-permanent or 55 b/c service as an Investigative Specialist 4 (Labor Standards) (SG 27). If 3 or fewer qualified Department of Labor employees with the qualifying service described above are interested in this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications: (DOL Employees Only):
To be eligible for provisional appointment, candidates must be in the Department of Labor promotion field and have two years or more of permanent, contingent-permanent or 55 b/c service as an Investigative Specialist 3 (Labor Standards) (SG 25); or one year or more of permanent, contingent-permanent or 55 b/c service as an Investigative Specialist 4 (Labor Standards) (SG 27). The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
Additional Comments This position may require a fingerprint background check prior to appointment.
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
