Duties Description The Resources and Reimbursement Agent 3 will serve as a member of a multidisciplinary treatment team. The incumbent will supervise the OASAS downstate Resources and Reimbursement Agent 1 (RRA1) staff. Duties include, but are not limited to the following:
• Responsible for the maximization of third-party reimbursement.
• Monitor RRA1’s work performance to ensure all existing rules, regulations, laws, standards, OASAS policy and timeframes are met, train new RRA1 staff, prepare performance programs and evaluate agents in a timely manner. Provide regular supervision to downstate RRA1’s.
• Establish and maintain contacts with state and federal agencies to facilitate processing and payments.
• Review negotiations and agreements to ensure general understanding of agreements governing administration of clients’ resources and charges for care and treatment.
• Meet with clients and families to explore avenues of payment for services and assist in completion of required documents.
• Prepare documentation, annual reports and special reports as required or directed by Division of Addiction Treatment Center policies.
• Serve as backup in the absence of RRA1 staff.
• Serve as liaison between the ATC’s and Central Office staff regarding matters related to Federal reimbursement and disability guidelines.
• Complete internal controls on an annual basis and submit them to DATC and Fiscal Audit and Review.
• Work with the Upstate RRA 3 to contract with Insurance plans and managing credentialing and other contractual requirement.
• Actively participate in the revenue workgroup.
• Serve as a liaison between ATCs, central office, insurance companies and other relevant agencies/organizations.
• Assist with the completion of credentialing and re-credentialing applications
• Assist with updating procedures and guidance updating for Resource Agents based on changes with regulations and policies.
• Maintain knowledge of updated federal, state and local regulations and procedures related to billing.
• Participate in meetings to create and launch an automated billing system in the electronic health record.
• Perform other job-related duties as required.
*Occasional travel to the downstate Addiction Treatment Centers
Minimum Qualifications Permanent status as a Resources and Reimbursement Agent 3, G-23 and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible list for Resources and Reimbursement Agent 3; OR eligible for transfer under section 52.6 of the Civil Service Law.
Provisional appointment – One year of permanent competitive or 55-b/55-c service as a Resources and Reimbursement Agent 1 or a Resources and Reimbursement Agent 2.
NOTE: Candidate(s) must be eligible and maintain eligibility for full and unconditional participation in the Medicaid and Medicare programs. Failure to maintain Medicaid/Medicare eligibility will result in the termination of employment.
Additional Comments This is a full-time in-person position located at the Kingsboro Addiction Treatment Center.
Salary:
$86,681 – $109,650 *
*Plus $4,000 location pay
* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Background Investigation Requirements:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC) that includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.
