Duties Description This position will be located in the Division of Eligibility and Marketplace Integration’s Bureau of Child Health Plus in the Fiscal Unit. Duties of this position may include, but not be limited to:
Review State and federal policies, statutes, and regulations
Assist in the review, development, analysis, and interpretation of laws, rules, regulations, and policies related to Child Health Plus or to implement or refine health care financing systems
Develop, implement and evaluate health care services/financing programs using statistical tools and other computerized applications
Support the development and evaluation of effective health care strategies and finance methodologies, and in the identification of broad health care concerns for appropriate analysis and suggested solutions
Interpret and clarify policy guidelines related to CHPlus program financing and identify critical issues for upper management
Act as a team leader in the development, oversight, and implementation of management reports and system documentation
Handle assignments with no clear precedents
Supervise subordinate staff.
Minimum Qualifications Permanent Transfer Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Health Program Administrator 1, SG-23, OR; Current New York State employee with one year or more of permanent or contingent permanent service in a title eligible for transfer to Health Program Administrator 1, SG-23, undersection 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Preferred candidates will have professional experience in public health insurance programs, including New York’s Child Health Plus, Medicaid and/or Medicare. Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; proficiency in Microsoft Office (Word, Excel, Access); the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines; and experience using electronic data systems, such as eMedNY and NYSOH Back Office. Supervisory experience is a plus
