Duties Description Under the general direction of the Tax Policy Analyst 4 (TPA4), the incumbent will assist in developing and implementing plans, working agreements, methods and procedures to provide the resources necessary to support fiscal and policy analysis for current and long-range studies. The TPA3 will also serve as a primary liaison with external representatives regarding data and other resources during the implementation process. In this capacity the incumbent will: analyze critical issues and develop implementation plans; coordinate working relationships with various external entities; develop proposed internal procedures and guidelines for program activities; review and respond to information requests and, as necessary, resolve related problems or issues. Specifically, the incumbent will:
• Actively develop and manage new and existing applications that are used to correct data on individual tax records using Access, Visual Basic, SAS, SQL and other data management software.
• Direct or independently conduct the compilation of data files for all the major taxes. Obtain knowledge of new developments and data assets.
• Direct or independently conduct the creation of COGNOS data cubes (a type of data mining software tool) from large micro data files.
• Actively manage the review of tax forms for accuracy and data that OTPA would like captured for statistical analysis.
• Direct or independently prepare data and documentation for the Open NY initiative.
• Actively manage the reporting and distribution of tax collection data. Develop new methods of analyzing and reporting tax collection information.
• Prepare special reports and data analyses at the request of the Tax Commissioner, Deputy Commissioner, Governor’s office, or DOB.
• Direct or independently conduct the design and develop complex tax microsimulation and econometric models. These models are used for revenue projections and forecasts, and to estimate the impact of proposed and final tax law changes on taxpayer behavior, tax revenue, and economic activity.
• Direct or independently keep current portions of the Department’s web site including various policy and statistical report sections requiring knowledge of recent tax law changes and the ability to work with the Department’s web technology.
• Provide analytical expertise and technical assistance to other bureaus within OTPA and other divisions in the Department in the implementation of Department initiatives.
• Represent the Department in public long-term research projects. Participate in Department-wide workgroups and special projects as assigned.
• Adhere to all Department policies and time and attendance rules and regulations.
• Perform other duties as required.
Minimum Qualifications This position may be filled pending DOB approval and are subject to DOB guidelines for processing personnel transactions. Note: Budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same Department or to change line items or to replace employees who have been terminated during their probationary periods. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations.
Department employees eligible for reassignment without change in title or status may be considered for appointment to this position.
This position is non-competitive, policy influencing. Minimum qualifications for appointment:
Bachelor’s degree and five years of experience conducting research, studying, or analyzing and interpreting policy issues. One year of this experience must have been in the field of taxation or government finance and two years of the experience must have been at the supervisory level.
A J.D. (Juris Doctor) or master’s degree may substitute for one year of general experience. A Ph.D. may substitute for two years of general experience.
