Minimum Qualifications This position is open to candidates who are reachable on the Information Technology Specialist 3, G-23, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 3, G-23. Those deemed eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifing administrative title such as Information Technology Specialist 3 (Data Communications), G-23, Information Technology Specialist 3 (Database), G-23 and Information Technology Specialist 3 (Systems Programming), G-23.

Minimum/Preferred Qualifications
• Experience using SFS, any module such as AP, AR, GL, or Purchasing;
• Experience using PeopleSoft Financials;
• Experience with New York State financial operations; and
• Experience in Business Analysis
Duties Description The incumbent will be part of the Solution Services Team at the Statewide Financial System (SFS) responsible for developing solutions to application and business process problems where the system, as designed, doesn’t meet the business needs of our customers. This team supports the design and development of solutions requiring either new functionality or changes to the current application.
The incumbent will help lead the business transformation and system modification and development efforts of the SFS and one or more related modules. The incumbent will be responsible for eliciting the requirements, developing functional solutions, and testing application changes. The incumbent will be responsible for developing and maintaining documentation related business requirements and system/business processes and will become the go-to expert in his/her assigned area. The incumbent will engage in business transformation activities facilitating the user’s ability to transition to new business processes. The incumbent may be a first level supervisor over other functions application analysts.
