Salary RangeFrom $96336 to $121413 Annually
Duties Description 1.Provide overall supervision and direction to approximately 18 Region 4 Division of Lands & Forests staff; interface with associates; make appropriate use of fiscal and physical resources in accomplishing regional objectives of the Division of Lands & Forests.
2.Support, through action and example, official policies and programs in areas such as affirmative action and employee development and oversee Regional Lands & Forests personnel matters. Complete performance evaluations, recertification and performance programs according to proper procedures.
3.Direct Region 4 Lands & Forests programs by maintaining liaison with Central Office program staff as well as Regional Administrative staff, and direct and coordinate preparation and implementation of Regional Work Plans for all program activities.
4.Develop and maintain liaison with other Regional program units including other Regional Natural Resources programs, Office of the General Counsel and the Divisions of Forest Protection and Law Enforcement to achieve overall Regional objectives. Maintain contacts with other units to appropriately respond to regional needs.
5.Provide Regional liaison between the Department and other state agencies, local governments and NGOs in matters pertaining to the management and oversight of lands under the scope of regional program’s authority including, but not limited to, Forest Preserve lands, State Forest lands and Unique Areas.
6.Oversee development of Unit Management Plans for Forest Preserve lands in Delaware and Greene Counties.
7.Oversee development of Unit Management Plans for State Forest lands and Unique Areas. Oversee management of the timber sales program and ensure that green certification requirements are met.
8.Oversee the private lands program including the forest tax law program.
9.Directs Regional establishment and maintenance of liaison with local, state and federal agencies, boards and commissions and various constituent groups associated with forest management, resource protection and preservation programs.
10.Assure timely and appropriate liaison with the Regional Director and Regional Supervisor of Natural Resources on all matters of importance related to significant activities, actions, and potential problems in the various Lands & Forests program areas.
11.Serve as an assistant to the Supervisor of Natural Resources in administering the regional forestry program, including preparation of budget requests, submission of reports as appropriate, and attendance at meetings on the Supervisor’s behalf. Serve as acting Natural Resources Supervisor, as requested, during the Supervisor’s absence.
12.Manage projects that are of high priority to the Governor’s and Commissioner’s offices.
Minimum Qualifications Minimum qualifications for provisional appointment:
Promotional: One year of permanent experience as a Forester 2 or three years of permanent experience as a Forester 1.
Minimum qualifications for permanent appointment:
Reassignment: Currently in the title and an employee of DEC or
Reinstatement Eligible: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible: One year of permanent competitive service at Salary Grade 23 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Forester 2 or Environmental Program Specialist 2 (Natural Resources).
or
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
*If there is no viable eligible for this title and no more than three individuals interested from among the interested qualified candidates for this position, it may be possible to make a permanent appointment via non-competitive promotion.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be able to lift and move objects up to 25 pounds.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
