Duties Description Under the general direction of the Chief of the Division Direction Bureau of the Division of Lands and Forests, the Environmental Program Specialist 3 (EPS3) serves as Supervisor of the Contracts, Grants, and Fiscal Management Section. The EPS 3 directs and oversees the Section’s staff, work plans, resources, and operations and is responsible for ensuring that its contractual, grant, procurement, fiscal, and related administrative functions are completed accurately, efficiently, and in accordance with applicable requirements. Supervisory responsibilities include establishing priorities; planning, assigning, reviewing, and evaluating staff work; hiring and training staff; developing procedures and reporting systems; providing guidance on complex administrative and fiscal issues; monitoring performance and workloads; and recommending organizational, staffing, and workflow improvements.
The Contracts, Grants, and Fiscal Management Section provides Division-wide oversight, coordination, and quality control for contracts, procurements, grant funding programs, interagency agreements, and other contractual actions. The Section administers pass through grants and aid-to-localities programs, including solicitations, application and award processes, grant agreements, budgets, payments, deliverables, reporting, compliance monitoring, and closeout. It also coordinates Division-wide federal grant administration by assisting program managers with applications, work plans, budgets, amendments, expenditure tracking, reporting, and compliance with federal and State requirements. It also provides centralized support for timber sales on State Forests and Wildlife Management Areas, including advertisements and awards; contract execution, extensions, and closeout; payment and performance-bond processing; insurance and document tracking; and related program procurements. The Section provides technical assistance and training and works with other Department divisions and offices, State and federal agencies, regional staff, contractors, grantees, and governmental, academic, and nonprofit partners to resolve issues, evaluate program performance, and facilitate timely completion of grant, contract, and procurement actions.
The Section also supports Division and Bureau leadership with budget development, fiscal planning, spending plans, cost projections, and management of Division funding, including State Operations, federal, and capital sources. Responsibilities include preparing and monitoring Division budgets; coordinating funding allocations and spending plans; assessing the effects of funding changes; and overseeing funding requests and expenditure tracking. The Section also supports the Division’s use of the Statewide Financial System and other tracking and reporting tools, reviews and prepares fiscal reports and briefing materials, and provides information and recommendations to leadership on grant, contractual, and fiscal matters.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 25 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Environmental Analyst 3, Environmental Assistance Administrator, Professional Geologist 2, and Public Participation Specialist 4.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available up to 50% of work schedule, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
