Duties Description Under the general direction of the Director of Employee & Traffic Safety, organized, establishes, coordinates, and conducts and reviews a comprehensive safety and accident prevention program for all employees of the Authority through extensive field visits, on-site inspections, safety meetings, and talks and conferences, and administers the NYS Dept of Labor’s Public Employee Safety and Health Program.
• Organizes, develops, coordinates and supervises a comprehensive employee safety and accident prevention program for the Authority.
• Inspects all Thruway operations for safety hazards, fire hazards, hazardous procedures, or potential safety hazards and recommends appropriate corrective action.
• Ensures that department heads, division engineers, bureau heads, section heads and other supervisory personnel are kept informed about such safety matters as protective clothing, unsafe or hazardous acts and conditions and other matters regarding safety policies, procedures, regulations and directives.
• Conducts continual surveys and studies to determine the safety needs of the Authority and its employees and the effectiveness of safety programs, procedures and protective equipment.
• Conducts periodic safety meetings with employees and supervisory personnel.
• Organizes, plans and coordinates a comprehensive occupational safety and health training program for all Authority personnel.
• Represents the Authority at conferences, conventions and professional meetings regarding employee safety and accident prevention.
• Serves as Liaison to various regulatory agencies.

Minimum Qualifications 1. TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

2. GENERAL PUBLIC AND/OR NY HELPS MINIMUM QUALIFICATIONS:

Must have seven years of experience in the development and administration of occupational health and safety programs in an organization of 500 or more employees, or with multiple locations.

An associate’s degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay: $84,549 hiring rate up to $116,395 job rate
Recruitment & Retention Pay: $7,000
