Duties Description The Temporary Assistance Specialist 4 position will be assigned to the Division of Employment and Income Support (EISP) in the Upstate Systems Bureau (USB) and will directly report to the EISP Deputy Commissioner.
USB is composed of several inter-related units, including the legacy system area including the Welfare Management System (WMS), Automated Budgeting and Eligibility Logic (ABEL), and Client Notice System (CNS) along with MyBenefits/MyWorkspace, Intelligent Auto Fill (IAF), Imaging/Electronic Document Repository (I/EDR), On-Site Scanning (OSS), and the Welfare to Work Case Management System (WTWCMS) in addition to an Operations Management unit. USB supports systems changes for these systems for districts outside of NYC and coordinates closely with the Downstate Systems Bureau (DSB) to ensure consistent systems support and implementation on a statewide basis. USB responsibilities also include coordination with related systems such as Welfare Reporting and Tracking System (WRTS) and Benefit Issuance and Control System (BICS) and with financial management processes related to the systems.
USB is also responsible for the management of EISP forms and general issuance letters, including the local equivalent process and coordination on behalf of EISP on language access.
USB also performs administrative functions such as issuance and posting of General Information System (GIS) messages, coordination and maintenance of links for CentraPort, and maintenance of systems related manuals and website materials.

Duties include, but are not limited to, the following:

• Provide leadership and direction for all USB activities in accordance with the agency vision and priorities. Provide opportunities for staff growth and mentorship. Create an inclusive environment.
• Directly supervise three (3) grade 27 unit heads and manage the USB staff of approximately 33 staff plus the LEADS contract team. Manage personnel and administrative functions in accordance with agency guidelines as outlined the Administrative Policies & Procedures Manual (APPM).
• Effectively coordinate activities within EISP and with other Divisions, Information Technology Services (ITS), and external stakeholders to ensure that systems support meets the user needs.
• Represent USB at meetings with internal and external stakeholders.
• Support Integrated Eligibility System (IES) initiatives and projects by providing expertise, attending meetings, and reviewing documents.
• Review and analyze systems requests, legislative and departmental proposals for system implications and provide analysis, including cost estimates.
• Track and report USB activities. Alert leadership to issues and concerns.

Minimum Qualifications Eligible for a lateral transfer or transfer under 52.6 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. The successful candidate for this position should demonstrate excellent management skills, the ability to use effective project management tools, effective verbal and written communication skills, a high level of professional integrity, the ability to manage multiple priorities and associated deadlines, the ability to create a positive work environment, and the ability to support agency leadership in the vision and goals of the division and agency. A knowledge of current USB systems and functions is desired but not required.

Additional Comments A full-time, permanent competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for a permanent competitive appointment to this title.
